We are seeking a Principal Emergency Response Specialist to serve as an Operations Command Center (OCC) Duty Manager. 
Key Responsibilities Ability to think tactically and possess solid problem-solving skills. Ability to analyze facts and exercise sound judgment in the decision-making process. Ability to work effectively and efficiently under pressure in a team-oriented environment while managing competing demands and tight deadlines, maintain composure under pressure, and facilitate conversations with diverse stakeholders under stressful conditions. Act as the initial point of contact for emergencies at the Nevada National Security Site (NNSS). Make time-urgent decisions such as Categorization and Classification of operational emergencies after event recognition and determining initial protective actions on the NNSS. Perform time-constrained internal and external notifications. Provide continuous transparent and open interface with both MSTS Senior Management and NNSA/NFO personnel. Liaison with other government agencies and external parties such as Department of Defense, municipalities, county departments, and similar entities to facilitate response effort coordination and exchanges of personnel and equipment. Assist in the preparation, review, and update of functional organization emergency management implementing procedures, checklists, and desktop instructions. Support the Emergency Operations Center (EOC) when required. Staff the EOC when activated and perform duties as assigned during emergencies and planned events. Act as the OCC lead during drills, exercises, contingencies, and emergencies. Operate communications and data processing equipment; classified video conferencing equipment; Emergency Communications Network equipment; and, electronic notification systems. Plan, research, and participate in training activities for team members. Assists in the preparation, review, and approval of functional organization implementing and supporting procedures. Work in a rotating shift environment. Perform related tasks as assigned by supervisor. Bachelor's degree in related field or equivalent training and experience, and at least 8 years professional level experience. Bachelor's degree in Emergency Management preferred. Two years of experience in NNSS operations support, emergency management, or emergency response center operations or equivalent training and experience. Working knowledge of DOE Order 151.1D and the National Nuclear Security Administration/Nevada Field Office (NNSA/NFO) Consolidated Emergency Management Plan desired. Must be able to cope with conflicting priorities, frequent interruptions, and multiple tasks during high stress operations. Demonstrated ability to identify problems, analyze them and recommend solutions with minimal guidance. Strong organizational and customer service skills. High level of written and verbal communication skills including the ability to interact professionally in-person and via remote technology. Strong interpersonal skills and the ability to effectively communicate in both oral and written forms to prepare accurate, concise, complete, and informative materials. Demonstrate leadership, command presence, strong interpersonal and communication skills. Primary work location will be at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada). Ability to work in a rotating shift environment. Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing. Must possess a valid driver license. MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2 , "Personnel Security". If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.
Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 , "Workplace Substance Abuse Programs at DOE Sites," will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709 , "Counterintelligence Evaluation Program."
