Full-time 40 hour per week position. Includes excellent benefit package, including medical/vision/dental/long-term disability/basic life coverage and County-paid PERS retirement after required waiting periods. Onsite (Courthouse complex) childcare may be available at a discounted employee rate through Roseburg Professional Childcare (Fowler St. location only). This position requires the availability for shift work – working a rotating shift and days off. May require working on weekends. Position is eligible for membership in the Douglas County Law Enforcement Association union. Job Summary: This position performs intermediate level law enforcement clerical support services to assist the Sheriff's Office. Essential Job Duties: Enter data into computer files either utilizing departmental or LEDS systems; Retrieve data for specific requests and/or monthly and administrative reports; Assist the public in person and by telephone; direct calls to appropriate division; perform counter work and answer questions; Perform filing and record-keeping duties where several systems are utilized; conduct file and record searches; photocopy document files; expunge or seal records on order of the court; Process and distribute teletype communications; Collect and record cash payments of dog licenses; Dispatch citizen complaints to Animal Control Officers via phone. Receive payment for copies of records and for processing of civil paperwork. Marginal functions:  Process applications and permits; open, process and/or distribute mail; type form letters, departmental reports and statistical reports; supervise entry into Justice Building through Sheriff's Office entry after hours and on weekends; serve civil papers. NOTE:  Position handles predatory animal skins and/or scalps with an infrequent possibility of viewing and/or handling packaged coyote ears or porcupine noses as part of the County's Bounty program. Minimum Qualifications: Requires two years clerical experience or a satisfactory equivalent combination of experience and training. At time of appointment, must possess valid Oregon driver's license. Knowledge of: Considerable knowledge of standard office practices and procedures; basic knowledge of English composition, spelling, and grammar, and general recordkeeping processes. Skill  and ability to: Type rapidly and accurately; use of modern office equipment and machinery; processing information on a computer terminal. Ability to:  Establish and maintain records, reports, and statistical data; courteously meet and deal effectively with other employees and the public. Required At time of appointment, must possess valid Oregon drivers license  Regular and consistent attendance Position may require driving. Finalist will be required to provide a driving history that meets the  Douglas County Driver Policy as part of contingent offer of employment    Selection Process:  Applicants will advance through the following phases of the selection process:
1. Initial screening based on minimum qualifications
2. Skills Test
4. Oral interviews
5. Extensive background investigation (including criminal, personal and work-related elements)
6. Chemical detection screen Background Investigation: Applicants must be willing to undergo a thorough background check, including past criminal history, illegal drug use, etc. Outcome of this investigation strongly affects hiring decision. Applications will be further evaluated during the background investigation for honesty, integrity, and maturity. Required Skills Exam:
Qualified applicants will be invited to in-person clerical skills test. Completion of test with passing score is required to advance in selection process. Pre-Employment Drug Screen: Employment is contingent upon a pre-employment drug screen. Presence of non-prescribed drugs, including marijuana, on drug screen results will result in disqualification pursuant to the County's drug and alcohol policy. Note:  Applicants may be disqualified after unsuccessful completion of any phase of evaluation.
