ESSENTIAL JOB FUNCTIONS: Works under the general supervision of the Police Information Technology Manager to solve business problems using information technological techniques on various platforms, including personal computer systems and local area networks. Performs all phases of application systems, development, and support. Designs, codes, tests, debugs, and documents complex programs. Modifies and builds existing programs and reporting systems. Develops, creates, and updates databases with diverse reporting programs such as MS PowerBI, Crystal Reports, Inform Records Management System (Inform RMS), Statistical Package for the Social Sciences (SPSS), Structured Query Language (SQL), Server Reporting Services, and Arc Geographical Information System (ArcGIS). Tests and modifies the results of the reporting programs to improve performance in the department. Catalogs and develops systematic help files on all software reports developed and used by information technologies. Provides systematical and analytical crime information to assist personnel with crime data analysis. Assists in relocating computer equipment. Participates in analyzing and correcting program malfunctions. Conducts applications planning to select the appropriate information technology to solve business problems. Prepares detailed specifications for writing software programs. Evaluates and provides input selection of new information technologies. Prepares and submits progress reports periodically.

TYPICAL PHYSICAL DEMANDS: ?Requires the ability to communicate clearly, both verbally and in writing. Requires the ability to operate general office equipment such as telephone, copier, and computer. May be required to move and lift computer equipment weighing up to 30 lbs. ? 
TYPICAL WORKING CONDITIONS : Work is performed in an office environment except during on-site visits. Work involves time-related pressures and viewing of incident reports of a critical nature, changing priorities, frequent interruptions, and a high volume of work. 
MINIMUM QUALIFICATIONS : Bachelor's degree in Computer Science or related field and six (6) years experience in applications systems analysis and programming; or any combination of experience and training which enables one to perform the essential job functions. Working experience with Microsoft Office applications required. Working knowledge of UNIX, PowerShell, and Programming Languages such as Python, C, C++, SQL, PERL, Ruby, and ArcGIS products highly preferred. All candidates must successfully pass a criminal justice employment background check to work within the Police Services Division.   The City Charter requires that City Employees must establish residence within Shelby County within six (6) months from date of Employment. Proof of residence will be required at the time of hire. The City Charter requires that City Employees, with the EXECEPTION of "first responders", must establish residence within Shelby County within six (6) months from their date of Employment. Proof of residence will be required at the time of hire. As defined by Tennessee House Bill 105, "first responder means paid, full-time law enforcement officers, firefighters, and emergency medical personnel  and dispatchers of law enforcement, fire and emergency medical service departments."
