The Oakland Police Department is recruiting to fill multiple Police Personnel Operations Specialist vacancies in the Human Resources Section and the Personnel Assessment System (PAS) Administrative Unit. This position provides technical and clerical assistance to members of the department and supervises many of the functions and activities of the Human Resources Section and PAS Administration Unit.


The incumbent supervises the daily operations of the unit, assists in the development and implementation of policies and procedures, supervises and evaluates staff, participates in the preparation of complex reports, responds to inquiries from sworn and civilian employees as well as the general public and ensures the delivery of quality customer service. The ideal candidate has strong problem solving and communication skills, is able to handle difficult and/or stressful situations, is self-motivated, professional, respectful, thrives in a team environment and can work independently.


Your unique experiences will be an important contribution to our success. As a Police Personnel Operations Specialist, you will be an integral member of the department's administration team and you will be key in developing and leading innovative processes and procedures.

What you will typically be responsible for: Supervising the daily operations of the unit, assisting in the development and implementation of policies and procedures, evaluating staff, and participating in the preparation of complex reports. Generating reports, compiling statistics, documenting and tracking performance, measuring compliance, and supporting decision-making processes within the department. Identifying personnel that exhibit exemplary performance or demonstrating at-risk behavior, to serve as a developmental tool and intervention strategy, and to assist affected members and employees. Providing training and guidance to personnel on departmental policies, procedures, and best practices. Overseeing the recruitment and hiring process, managing employee relations and performance evaluations. The restricted list will be for full-time, permanent part-time, or part-time City employees who meet the minimum qualifications. The open list will be for all other applicants who meet the minimum qualifications.
Any combination of education and experience that is equivalent to the following minimum qualifications is acceptable.
Education: Bachelor's degree from an accredited college or university in business or public administration, social science, or a related field. Although experience may be substituted for formal education, applicants must have attained an education level equivalent to the twelfth grade (high school diploma or G.E.D.).
Experience: Four years of progressively responsible work experience in public personnel administration. Experience in personnel, payroll, compensation, records management, recruitment, and selection or training is desirable.

LICENSE/CERTIFICATE:


The successful candidate must complete a Personal History Questionnaire (P.H.Q.) and pass a job-related background investigation.



Desirable Qualifications: Experience with the principles and practices of supervision, evaluation, and training. Experience with the principles and practices of records management for a personnel section. Experience with developing and administering a budget for an Administrative Unit Experience with personal computer systems and software applications including word processing, spreadsheet, and database. Supplemental Information The Recruitment Process:

Candidates who demonstrate that they meet the minimum qualification requirements are then invited to participate in an assessment process (or testing) to measure their knowledge, skills, and abilities in job-related areas.
Candidates who do not demonstrate that they meet the minimum qualification requirements will have an opportunity to request a final review. Candidates must request a final review within 5 business days of being notified that they did not meet the minimum qualifications.
In the final review, candidates may clarify information already provided on their application. No additional work history, education, or certifications will be accepted. Any decisions made during this review process will be final.

For this recruitment, all qualified applicants will be sent a writing exercise, which will then be evaluated and rated by subject matter experts. The tentative date that the writing exercise will be sent to you for completion is the week of June 10th, 2024. Instructions will be emailed to all qualified candidates.


Candidates who pass each stage in the process will be placed on an eligible list. Some candidates may receive extra points, for example, if you are a Veteran with an honorable discharge, or if you are a current City of Oakland resident. If you're applying to a "restricted" posting and you are eligible as a current City employee, you may also receive additional points for your City service. Extra points are only applied to passing scores, so if you do not pass every element of the testing process, you cannot use extra points to pass.
