Planner Buyer 2 Location Statesville, NC : SUMMARY Coordinates activities involved with procuring goods and services such as raw materials, equipment, tools, parts, and supplies for the production facilities that meet or exceed the specified level of quality at the right time at the lowest possible total cost by performing the following duties. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Identify and form strategic alliances with suppliers in the best cost region that provide the best quality material, at the lowest cost, and the best service. Develop and implement a sourcing plan by commodity that incorporates prior trends, lead times, cost reduction opportunities, and technological advances. Develop and implement a PFEP (Plan for Every Part) for key commodities managed Manage the supplies base for the commodities by monitoring delivery, quality and cost performance, and by performing site surveys to determine process capability and technological proficiencies. Pro-actively communicate with Manufacturing, Estimating, Engineering Sales, Inventory Control, and Production Control on lead times and to eliminate parts problems. Process purchase requisitions and MTO (made to order) parts for customer orders in a timely manner and resolve any material shortages. Resolve questions and disputes between Kewaunee suppliers and Accounts Payable, Manufacturing, receiving, etc. Implement and monitor appropriate measurement systems to evaluate supplier performance. Design, develop, and implement appropriate material replenishment systems to support business needs. (Ex. Kanban, MRP, MTO ) Support daily management in the purchasing department as well as other functional areas of the company. Monitor market trends (price movements) for commodity items to allow Kewaunee to take advantage of price reductions or limit the exposure to price increases. Develop alternative sources of supply to be used as in emergencies, during periods of tight supply, and as leverage to improve current supplier's performance. Review bid proposals and negotiates contracts within budgetary limitations and scope of authority. Maintains procurement records such as items or services purchased, costs, delivery, product quality or performance, and inventories. Discusses defective or unacceptable goods or services with inspection or quality control personnel, users, vendors, and others to determine source of trouble and take corrective action. Approves invoices for payment. Expedites delivery of goods to users. SUPERVISORY RESPONSIBILITIES This job has no supervisory responsibilities. QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION and/or EXPERIENCE Bachelor's degree (B.S. or B.A..) from four-year College or university in a business or supply chain related field of study; and five or more years related experience and/or training, or an Associate's Degree with seven or more years of related experience, or an equivalent combination of education and experience. Must have experience in MRP based purchasing, data based management programs, commodity buying, and interpreting engineering drawings and specifications. LANGUAGE SKILLS Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors. MATHEMATICAL SKILLS Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry. REASONING ABILITY Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. CERTIFICATES, LICENSES, REGISTRATIONS Certificates from the National Association of Purchasing Management, American Production and Inventory Control Society, or/and American Society for Quality Control desirable.
