Walter Reed National Military Medical Center (WRNMMC) is the Nation's largest and most renowned joint military medical center. The employees shall provide administrative support services to the Physical Evaluation Board Liaison Officer (PEBLO) of the Medical Evaluation Board Division, Patient Administration Department, Walter Reed National Military Medical Center (WRNMMC), Bethesda, Maryland. This involves assisting members from the time of receipt of notification of their pending Medical Evaluation Board (MEB) through the various stages of processing until completion of the Clinical Evaluation Process and forwarding to the Physical Evaluation Board Liaison Officer (PEBLO). The Contractor will perform a clerical tasks in support of the administrative process of service members undergoing processing through the Disability Evaluation System. The administrative support for the Medical Evaluation Board Division with various support functions required but not limited to the following:
RESPONSIBILITIES :
Contact Service members via telephone and email regarding the initiation of the MEB and scheduling of counseling with PEBLO. Provided each service member in person and through telephonic contact with written and verbal instructions pertaining to each step of the boarding process. Explains the significance of the completion of forms (intake form, physical form) to ensure all conditions are assessed accurately during the onboard process. Responsible for Initiating Medical Data Completion Objective (MDCO) of service member's administrative data and routing to the clinical reviewer. Types and proofreads DA Form 3947 and/or NAVMED Form 6100/5 as required for processing a service member's case. Assist members in making sworn statements, assists in the preparation of appeals and rebuttals, and obtain information from the physicians. Obtains past medical records and official statements of service. Perform daily distribution of narrative summaries and DA form 3947/ NAVMED Form 6100s that require a signature. Prepares and coordinates medical documentation using AHLTA-Web Print to create an electronic record of previous encounters, medication profiles, lab tests, RAD reports, clinical notes, and inpatient records. Assures proper formats, grammar, spelling, punctuation, and capitalization. Reviews assemble, and arrange cases in proper format and make an appropriate distribution. Coordinates closely with the PEBLO and arranges for additional medical information from physicians or Soldiers as applicable. Maintain functional files for assigned cases. Operates a government-provided computer to input, store, retrieve, and manipulate data. Uses various software programs to create database files, retrieve reports, rosters, and prepare reports. Responsible for data entry and backup of various databases used in disability processing such as Electronic Medical Evaluation Board, Electronic Physical Evaluation Board (eMEB)/ePEB, and Veterans Tracking Application (VTA). Assists administrative clerks and clinicians with problems as they arise. The incumbent must display professionalism and competence; functioning independently after being given clear directions. A fully qualified typist with a minimum of 40 WPM is required. Standard office equipment, such as computers, typewriters, copiers, fax machines, scanners, telephones, and office automation systems. General medical ethics, telephone etiquette, and excellent communication and customer service skills. Ability to plan, organize, schedule, and coordinate activities such as appointments, meetings, and suspense timelines. Ability to communicate effectively, both orally and in writing. English language, correct grammar, spelling, punctuation, capitalization, and format to prepare and edit written and electronic correspondence and reports. Proficient in Microsoft Office software. Able to use various programs, such as Word, Excel, Access, PowerPoint, and Project to generate a range of products (i.e., tables of contents, import graphs or databases, create glossaries, align multiple columns, print documents, identify files or make other notations at the top or bottom of each page, and create form letters and automatically merging these with mailing lists). Work Environment/Physical Requirements. The work is primarily sedentary. Requirements include walking, standing, sitting, bending, and carrying of light items like documents or books. DMHRSi Completion: The employees must log into the DMHRSi site on the final work day of each reporting period (every 2 weeks). Properly enter hours worked on each day during the reporting period. Save and submit hours before leaving on the last workday of the reporting period. Workload Data: Support 2-3 PEBLOS daily. Initiate MDCO when a case is ready for approval (complete frontloading within 10 days). Process 20-30 disability cases monthly. REQUIREMENTS: Must have knowledge of various clinical operations, Tri-Service policies, and skill in operating electronic typewriter, word processing software, CHCS, AHLTA, and AKO Applications. Complete the PEBLO Distance Learning course within 120 days of onboarding and annual completion of the PEBLO Refresher Training. Must have a working knowledge of CPT/ICD-9/10 codes. Must have experience in word processing and be computer literate. Education. High school diploma or General Educational Development (GED) equivalency. Completion of an Administrative Assistant program is desired. Experience. At least 12 months of experience in an administrative assistant role is required. UNIQUE MILITARY HEALTH CARE SYSTEMS/PROCEDURES: The employee shall use the Disability Counseling Guide for Physical Evaluation Board (PEB) Liaison Officers (PEBLO) as guidance for administrative support. The Government will provide basic military health care principles and practices, PEBLO, MEB, TDRL, and DES training. The Government will provide training for various information systems (i.e., Veteran's Tracking Application (VTA), Disability Evaluation System-Information Technology Initiative (DES-ITI), Computerized Informatics Branch (CIB), and Defense Travel System (DTS)). Preliminary training and access will be provided by the Government during the in-processing activities. After completion of the training, the individual will be required to independently use the Government computer system. Competency is at the sole discretion of the Government.
