Performance Improvement Consultant Location Fort Meade, MD : The selectee will serve as a focal point for Agency Performance Management Division activities. In this role, the selectee will guide Investment Portfolios in the development of corporate performance measures and will serve as the final independent approver of measures that are proposed for corporate performance products, including the Congressional Budget Justification Book and NSA's strategic plans. The selectee may be called upon to create graphical displays or briefings on these topics for presentation by the selectee or office leadership. The selectee may be asked to lead or assist in leading training sessions related to corporate performance measure development. The selectee will also assist with similar Agency-external performance measurement activities that support the ODNI in execution of its budget preparation responsibilities and oversight requirements. Partner with senior Agency leadership to provide strategic support to help organizations improve performance by analyzing situations, identifying gaps, and proposing solutions. Serve as a performance change agent; influence stakeholder decisions by 'selling' strategic performance concepts. Use a variety of performance strategies, tools, and interventions (i.e., organizational development, needs or trend analysis, needs assessment, training evaluation, etc.) to implement change, monitor solution implementation, and assure organizational success. The Performance Management Division also provides training to other Intelligence Community (IC) performance personnel, and serves as the primary performance liaison between NSA and the Office of the Director of National Intelligence (ODNl)/Associate Director-Chief Financial Officer for the IC. Advise and assist organizational leadership with strategic business planning and decision-making by providing recommendations based on sound business principles and supported by detailed analyses. Employ a myriad of analytic tools and processes to provide management with viable alternatives for informed decision-making, including trend and forecast analysis, earned value management, cost benefit analysis, balanced scorecard, activity based costing, life cycle cost estimating, activity based budgeting, and gap analysis. Possess knowledge of program and process integration, systems engineering and planning, NSA business processes, performance measurement, and requirements and capabilities generation. Comprehend internal and external drivers (such as IC, ODNI, DoD, industry, academia, Agency senior leadership, mission imperatives) that influence effective operation, management, and execution of the Agency's resourcing, planning, programming, and budget execution processes. Job Summary
Performance Improvement Consultants interact with organizations across NSA and with Office of the Director of National Intelligence (ODNI) to learn about NSA's mission and enabling functions, as well as its budget request process with ODNI and Congressional Oversight Committees. Performance Improvement Consultants enable NSA's leaders and Investment Portfolio (IP) teams to make better resource decisions by developing meaningful corporate performance measures to track and ensure progress towards NSA's organizational goals, or those that are included in NSA's budget request to Congress. Performance Improvement Consultants serve as the measure development consultants, trainers, independent evaluators and approvers for corporate performance measures, as well as the communicators, advocates, and champions of corporate measure proposals, and the liaison between ODNI and NSA regarding measures of corporate performance.
Qualifications
The qualifications listed are the minimum acceptable to be considered for the position. Degree in Business (any specialization) or I-O psychology is preferred, but a degree in any field is acceptable. Relevant experience must be in consulting, training, or managing in organizational development, organizational behavior, and/or human resources and/or designing workforce development solutions. Exceptional written, verbal, and interpersonal communication skills are required. FULL PERFORMANCE Entry is with a Bachelor's degree plus 3 years of relevant experience, or a Master's degree plus 1 year of experience, or a Doctoral degree and no experience. SENIOR Entry is with a Bachelor's degree plus 6 years of relevant experience, or a Master's degree plus 4 years of relevant experience, or a Doctoral degree plus 2 years of relevant experience.

Pay, Benefits, & Work Schedule
Pay: Salary offers are based on candidates' education level and years of experience relevant to the position and also take into account information provided by the hiring manager/organization regarding the work level for the position. Salary Range: $82,764 - $181,216 (Full Performance, Senior) Salary range varies by location, work level, and relevant experience to the position. On the job training, internal NSA courses, and external training will be made available based on the need and experience of the selectee.
