Responsibilities
• Provide oversight and direction for the Federal Reserve System payroll function to ensure the accurate and timely delivery of payroll services, while driving best practices and process improvements.• Maintain broad knowledge, interpretation, and application of multi-state payroll concepts, payroll processing, IRS regulations, and policies and procedures.• Develop and execute a comprehensive payroll strategy, through data analysis, resource planning, and knowledge of industry practices.• Provide technical leadership by planning, delivering, evolving, and improving products and processes.• Connect across functional areas to influence, serve as a thought partner, and drive strategy.• Utilize change management practices to support employees through change, effectively drive results and ensure successful outcomes.• Collaborate with key partners in Finance, Legal and IT as well as third party suppliers to deliver strategic priorities.• Champion an environment of feedback and coaching, and ensure team member accountability through effective goal setting.• Provide an exceptional customer experience by seeking to understand evolving customer requirements, expectations, and needs.• Facilitate discussions around complex issues to develop a common understanding, effectively manage risk, and ensure issue resolution.
Requirements
• Bachelor's degree or equivalent experience• 9+ years of relevant functional work experience• 3-5+ years of leadership/management experience• Working knowledge of payroll practices and previous experience leading a payroll function• Workday software experience as it relates to payroll and taxes• American Payroll Certification or Fundamental Payroll Certification (FPC), or Certified Payroll Professional (CPP)• Strong collaboration, communication, analytical and presentation skills• Advanced analytical, planning, problem-solving, and organizational skills required to direct and lead staff• Ability to coach and develop direct reports to enhance and improve professional effectiveness through capability development including consultation, solutioning, agility, courage, critical thinking, collaboration, change management, and strategic problem solving.
