JOB OPENING CITY OF FARMINGTON JOB POSITION #14: Parks Foreman - Athletics/Grounds NUMBER OF VACANCIES: 2 DEPARTMENT: PRCA/Parks Operations WORK LOCATION: 901 Fairgrounds Road HIRING RANGE: $19.9167 to $30.9707/Hour PAY GRADE: J DAYS WORKED: Varied HOURS WORKED: Varied TYPE OF POSITION: Regular, Full-Time APPLICATIONS WILL BE RECEIVED UNTIL: Until Filled, First Review 2 Weeks JOB DUTIES Resumes submitted without a City of Farmington application will not be considered in our job selection process. This position is working with the nationally Accredited City of Farmington Parks, Recreation and Cultural Affairs department. The department has twelve (12) diverse divisions committed to growing a happy, healthy community for all, and enriching community's quality of life. They achieve this through exceptional parks, programs, cultural experiences, and customer focus.
ESSENTIAL DUTIES Requires 24 hour on call availability to include weekends, nights, holidays, during and after adverse weather conditions and emergency situations as required. Must be at Parks Operations 30 min. after receiving the phone call.
Performs a variety of administrative, supervisory and semi-skilled and skilled tasks in the maintenance and operation of buildings, scoreboards, grounds, parks, open spaces, and recreation structures.
Performs all of the duties of a maintenance worker I, II, III, and IV's as written.
Works under the administrative supervision of the Parks Superintendent or Assistant Sports Turf Superintendent.
Comfortable and able to execute essential functions in highly visible public use area.
Knowledge and management of sports irrigation systems, reviewing and initiating change when necessary.
Knowledge of pest management guidelines and standards with the ability to identify turf pests and institute turf grass maintenance and best practices for treatment.
Working knowledge of the maintenance of sports fields, construction, renovation and maintenance practices for turf grasses and synthetic surfaces.
Project management skills and the ability to resolve complex problems and issues.
Assists in, and effectively interacting and coordinating with other departments, private agencies, general public, athletic directors, coaches, player, umpires, and event organizers.
High level of understanding of the sport's governing body requirements for field layouts and markings.
Ability to supervisor and train multiple parks maintenance workers, assigned community service workers, and temporary employees as required.
Plans and organizes workloads and staff assignments; trains, motivates and evaluates assigned staff; reviews progress and directs changes as needed.
Ensures works tasks are assigned to appropriate individuals and coordinates the completion of such tasks.
Ability to foster a cooperative work environment.
Provides leadership and direction in the development of short- and long-range plans; coordinates department activities with other departments and agencies as needed.
Guides and assists supervisors when need with communicating official plans, policies and procedures to staff and the Administrative public in their assigned area of responsibility.
Assures that assigned areas of responsibility are performed within budget; assuring effective and efficient use of personnel, materials, facilities, and time.
Provides feedback, guidance and training with errors and complaints.
Provides necessary supervision, direction, and assistance to crews at work sites, enforcing policies, regulations, and safety and health standards.
Operates a motor vehicle to assist in carrying out the business of the department and the City.
Determines, calculates and secures the appropriate materials and supplies for a specific project.
Assists in projecting needs for equipment, materials and supplies.
Assures that tools and equipment are properly maintained and kept in proper working condition.
Assists in interviewing and hiring process; assigns, supervises and evaluates park maintenance workers, temporary employees, or community service workers.
Prepares and maintains daily, monthly, and annual reports and records, for seasonal trainings as required.
Responds to public inquiries; provides information within scope of knowledge and position.
Oversees and coordinates median, athletic field, and riverine maintenance.
Coordinates usage and maintenance schedules of athletic fields and facilities.
Oversees and assists in the mowing and maintenance of park and open space areas such as baseball and soccer fields; mows weeds; cleans and maintains tennis and volleyball courts and nets; oversees and assists in the maintenance of sprinkler systems and the repair and installation of sprinkler lines and heads.
Oversees the seeding, fertilizing, top dressing, soil conditioning, watering, and the pest and weed control of the City's parks and open spaces. Ability to calculate formulas for calibrations.
Assists in setting up and taking down equipment for various park and recreation programs, prepares facilities for park for special events and recreation program use.
Opens and closes, locks and unlocks City facilities as needed.
Assists in the construction of new parks facilities, including clearing, grading, drainage, and foundation work. Understanding of various fertilizers, soil conditioner, and pest control methods. Drainage controls, netting, skin surfaces, and stadium facilities.
Ability to determine field conditions, i.e.: the playability of the field, safety for players, and the facility wellbeing. Prior to a rain out and report in the absence of the superintendent.
Basic computer skills.
Attendance is an essential function of this position.
NON-ESSENTIAL DUTIES Inspects park and open space services provided by contractors or vendors for compliance with performance standards.
Assists in the purchasing of material and equipment, as well as developing and maintaining a yearly budget.
Serves as a member of various employee committees, as assigned.
Performs installation, and safety inspections of playgrounds and makes repairs as needed. The ability to record completed work on the web-based program for playgrounds.

QUALIFICATIONS This position is subject to the City of Farmington's Drug and Alcohol-Free Workplace Policy which includes: pre employment testing, post-accident testing, random testing, reasonable suspicion testing, return to duty testing, and follow-up testing.
This position requires a baseline audiometric examination.
Graduation from high school or GED equivalent. Sports Turf Degree, approved certificates as they relate to this position, and/or educational equivalent and experience.
3 to 5 years supervisory experience.
Advanced knowledge of agronomy and environmental turf grass management practices including pest/weed management, an understanding of soil chemistry, fertilizers, and chemicals; a working knowledge of sports field construction principles, practices and methods; and a thorough understanding of the sports governing bodies' requirements for field layout and marking.
Knowledge of chemicals and New Mexico herbicide applicator's license preferred, or ability to obtain such within ninety days of entry into position.
Valid driver's license with CDL endorsement, with acceptable driving record for past three years, or ability to obtain CDL within a reasonable amount of time into the position.
Cultural skills as related to turf, trees, flowers and shrubs. Plant and weed identification.
Considerable knowledge of equipment, materials and supplies used in building and grounds maintenance. Working knowledge of equipment and supplies used to do minor and major repairs.
Working knowledge of first aid and applicable safety precautions.
Skill in the operation of listed tools and equipment.
Ability to use equipment and tools properly and safely.
Ability to work independently and to complete daily activities according to work schedule.
Ability to communicate orally and in writing. Ability to understand, follow, and transmit written and oral instructions.
Ability to establish and maintain working relationships with co-workers, supervisors, other City personnel and the public.
TOOLS AND EQUIPMENT USED Ability to operate tools and equipment listed.
Pickup truck, lawn and landscaping equipment including tractors, mowers, aerifier, chain saw, edgers, weed trimmers, electric motors, pumps, sprinklers, irrigation systems, Sand Pro, Truckster, golf cart, John Deere ATV, top dresser, sprayers, fertilizer hopper, soil sifter, seeder, sod cutter, string trimmers; front-end loader/tractor, backhoe, dump truck, skid loader, fork lift, miscellaneous hand and power tools for turf maintenance, carpentry, painting, and cement finishing work; jack hammers, welders, steam cleaners, buffers, washers, pumps, valves, filtration devices, gauges, etc., telephone, mobile radio, computer, and calculator.

While performing the duties of this job, the employee regularly works near moving mechanical parts and in outside weather conditions. The employee frequently works in high, precarious places and is frequently exposed to wet and hot and cold weather conditions, traffic, fumes or airborne particles, toxic or caustic chemicals, and vibration. The employee is occasionally exposed to risk of electrical shock.
