What Will You Do
The Operations & Policy Analyst 3 Resilient Food Systems Grant Coordinator coordinates and manages the Resilient Food Systems Infrastructure (RFSI) Grant Program activities to ensure compliance of program and projects as stipulated within United States Department of Agriculture (USDA) requirements and regulations, and ODA policies and procedures. Provides technical assistance related to the priorities outlined in the program.
The Operations & Policy Analyst 3 (Resilient Food Systems Grant Coordinator) also manages budget development and ensures that expenditures are within guidelines specified to meet USDA RFSI and ODA policies and procedures.
The Operations & Policy Analyst 3 (Resilient Food Systems Grant Coordinator) is a full-time limited duration position expected to last through May 30, 2027. This position may be extended contingent upon funding. This position is primarily in an office setting, though a hybrid work schedule is possible based on agency needs.

. What We Need for The Operations & Policy Analyst 3
Any combination of experience and education equivalent to seven (7) years of experience that typically supports the knowledge and skills for the classification.
OR
A bachelor's degree in business or public administration, behavioral or social sciences, finance, political science, or any degree demonstrating the capacity for the knowledge and skills; AND four (4) years of professional-level evaluative, analytical, and planning work.

Attention to detail (accuracy, complete reports, reliability).
Experience communicating both verbally and in writing including, gathering complex information, and completing professional reports.
Experience interpreting complex policies and accurately summarizing findings verbally and in written form.
Experience developing and managing a data collection system.
Experience using technology including tools for data management, statistical analysis, webpage development, and business intelligence.
Experience facilitating meetings and communicating effectively with a variety of community partners and internal and external interested individuals/groups.
Experience working independently and managing time efficiently.
Lived or work experience analyzing and relaying rules and regulations in plain language and ensuring comprehension from other professionals.
Lived or work experience locating, reviewing, analyzing, and interpreting rules, regulations, laws, and/or policies that provide established guidance on how a program or company functions and maintains compliance.
Special Requirements
Programs in the agency are closely observed by the public and special interest groups having widely divergent opinions. This position works with sensitive and controversial subject matter, requiring discretion when providing information. This position has daily contact with agency executive staff, the public, legislators, other state agencies, administrative staff, etc. Must have excellent verbal and written communication skills and the ability to relate to persons with varied points of view and experiences. Must have good organizational and management skills.
Must have a valid driver's license and acceptable driving record.

Per the Pay Equity Law passed in 2017, a pay equity analysis will be conducted to determine what pay step the successful candidate will be offered. The analysis will be based on the relevant experience, education, training, and certifications documented in the application materials. On average, candidates new to state service will most likely be offered compensation in the lower to mid-level of the salary range.
