Job Summary:
Administers overall business activity for the Chief Administrative Officer (CAO), including, but not limited to, operational and capital budget planning, financial management and improvement planning, personnel management and staff development, contracts administration, grants management, analysis and reporting and championing departmental initiatives.
Education & Experience
Master's degree in Business, Accounting, Health Care Administration, or a related field. Seven years of financial, strategic and operational experience along with progressively responsible management or equivalent combination of education/experience.

Knowledge of management principles involved in strategic planning, resource allocation, leadership technique, and coordination of people and resources. Skill in examining and re-engineering operations and procedures; formulating policy; and developing and implementing new strategies, policies, and procedures. Organizational and analytical skills. Ability to analyze and interpret financial data and prepare financial reports. Exceptional interpersonal skills, including the ability to establish and maintain effective relationships with management, staff, and other customers. Demonstrated customer service skills, including the ability to use appropriate judgment, independent thinking and creativity when resolving issues. Comfortable operating in a complex matrix environment. Ability to effectively handle challenging situations and manage multiple priorities.
Responsibilities
Fiscal management: advises the Chief Administrative Officer (CAO) on fiscal matters and coordinates operational and capital budget planning efforts. Measures the financial and operational effect of decisions and actions. Analyzes financial, organizational and operational problems in depth, relates and compares data from different sources, determining root causes and subtle relationships among data. Oversees the development, implementation and monitoring of operating and capital budgets for the departments, divisions and centers within guidelines and time frames in collaboration with the CAO. Directs financial reviews and forecast for departmental responsibility centers as necessary. Develops business plans for proposed new programs/services. Ensures compliance with financial and institutional policies and procedures. Establishes and maintains comprehensive and current record keeping system of activities and operational procedures.
Business Administration: works collaboratively with the CAO to develop effective and efficient business processes. Coordinate strategic planning by regularly updating and refining business strategies based on market analysis and internal performance metrics. Improve operational management by streamlining processes to reduce waste and increase efficiency. Supports project managers as a resource for service areas reporting to the CAO in the establishment, prioritization, and implementation of initiatives. Regularly access, analyze, and report operational and outcome data to identify opportunities for improved business performance and to support sound decision-making. Identify potential risks in business operations and develop strategies to mitigate them. Encourage innovation and effectively managing change to improve efficiency and technology advancements.
Personnel management and staff development: Supports the CAO and actively works with Human Resources to enhance productivity, efficiency and engagement of the workforce. Provides appropriate orientation for new staff so that they understand their roles, accountabilities and performance expectations. Provides effective and timely performance management that clearly defines work expectations, recognizes and rewards individuals for a job well done, provides disciplinary counseling when necessary, conducts timely performance appraisals adhering to university standards, working with their HR Business Partner, oversees the disciplinary actions and firings for staff.
Legal services, contracts and regulatory compliance: acts as the CAO representative when working with the legal department, contracts administration and compliance for all internal and external contract development. Tracks department contracts and renews contracts in a timely fashion or terminates when necessary. Ensures that all areas of accountability are compliant with federal, state and local regulatory standards and requirements.
