Job Description


Computer World Services, Corporation (CWS) is seeking an exceptional candidate to serve as Network Operations Manager for the United States Army Reserve (USAR) Command Control Communications, Computers, & Information (C4IM) Information Technology Support Services (ITSS) program responsible for performing non-personal Information Technology (IT) Services and support requirements. United States Army Reserve Command (USARC) G-6 owns and operates Army Reserve Network (ARNet) and Secure Army Reserve Network (SARNet) to provide continuous secure and nonsecure data, voice, and video transport, data center services, hosted applications, file services, collaboration tools, cybersecurity, remote access, continuity of operations, and customer service across the USAR enterprise IAW Army Regulation (AR) 25-1 Army Information Technology and other governing documents and outlined in the Army's Command, Control, Communications, Computers and Information Management (C4IM) Services List. These services are provided to 65,000 users with network accounts at approximately 700 locations, primarily in the continental United States with a few in Puerto Rico, Europe, Asia, and the Pacific region. 2 of the locations contain the primary and secondary enterprise network processing centers.


The Candidate is responsible for Installation, configuration, and support of an organization's local area network (LAN), wide area network (WAN), Agency Internet Network (AIN), Intranet and Internet and other data communications systems or a segment of a network system; maintains network hardware and software; monitors network to ensure network availability to all system users and perform necessary maintenance to support network availability; may supervise other network support and client server specialists and plan, coordinate, and implement network security measures; and will provide leadership/mentorship to junior & mid level network engineers. Oversees network control center; provides support to projects that involve networks; performs a full range of complex network designs encompassing multiple technologies within a single network; evaluates new network technologies and makes recommendations to project managers regarding the integration of these technologies into the existing network; plans new configurations for integration into the network, using knowledge of the performance characteristics of the systems being added o the network and the specifications for network interfaces to insure effective integration and optimal network performance; ensures that adequate and appropriate planning is provided for hardware and communications facilities to develop and implement methodologies for analysis, installation and support of voice communications systems; and provides support in the translation of business requirements into telecommunications (e.g., LAN, MAN, WAN, Voice and Video) requirements, designs and orders. The overarching INFOSEC and COMSEC security requirements for the Agency network add to the complexity of these positions.

The success candidate will have experience with Information Technology support within a federal government environment (DoD preferred) and demonstrated experience in IT services contracts. Effective written and verbal communication skills and the ability to maintain high levels of customer satisfaction. The candidate will have expertise in managing performance, cost, schedule, and quality to meet or exceed requirements. Job Requirements: Key Tasks and Responsibilities


Lead Engineer responsible for overall Tier II/III Operations. Tasks include: Activate, monitor, operate, and maintain network circuits 24x7x365 in a combined Network Operations Center (NOC) and Security Operations Center (SOC) located at HQ USARC. Provision segmented transport for specialty traffic by use of Virtual Routing and Forwarding (VRF) tunnels, Virtual Local Area Networks (VLAN), and Quality of Service (QOS) protocols. Uptime across the enterprise shall be 98.5% over the month. Actively monitor the performance of the ARNet and SARNet network hardware and software across the enterprise 24x7x365 in combined NOC/SOC. Network uptime shall be 100% over the month. Monitor services on local and wide area networks for optimum operability using a variety of network monitoring tools; report component failures and outages; prepare and send outage notification email and begin restoral procedures within 30 minutes of initial loss of service. Continuously track outages and provide hourly verbal or email updates to Government NOC/SOC lead until service is fully restored. Identify trends of degrading hardware and software performance, initiate fault isolation, and perform corrective actions as appropriate. Prepare and send email notification of scheduled service periods, called authorized service interruptions (ASI), to the Command for all scheduled network outages 2 weeks in advance 100% over the month. Configure, install, remove, test, monitor, and maintain hardware and software for initial fielding, lifecycle replacement, touch labor, or emerging cybersecurity requirements of equipment providing connectivity, network transport, telecommunications, datacenter services, network based security systems, cybersecurity defense, and customer remote access. Equipment includes personal computers, VoIP telephones, routers, switches, wireless devices, network security devices, data center hardware, VPN appliances, patch panels, and associated network infrastructure equipment. Perform touch labor within 1 business day or replace equipment within 3 business days in response to system- or human- generated trouble tickets 100% over the month. Replacement for defective hardware or components shall be arranged with hardware vendor under the applicable Government warranty. Hardware and software installations and removals shall be IAW manufacturer specifications and ARNEC IT Criteria Manual. Uninstalled hardware and components will be sanitized IAW AR 25-2. All installations shall include functional verification to confirm 100% serviceability and validation of completed documentation IAW change management procedures. Install and remove hardware and software with no more than 2% rework over the quarter. Connections shall be IAW ARNEC IT Criteria Manual. Government will approve work in advance through customer service ticket system. Site visits to perform touch labor shall be coordinated with the local facility point of contact (POC) and Readiness Divisions (RD). Monitor, operate, and maintain the enterprise Voice over IP system 24x7x365 in NOC. Maintain E911 database, with granularity to the communications closet and floor area served by it. Maintain collaboration applications across the network. Collaboration applications includes 2 Cisco Enterprise Session Controller-15 (ESC-15) Cisco Unified Call Manager (CUCM) nodes configured for a maximum of 55,000 accounts each. One ECS-15/CUCM node is located at each data center. VoIP system includes physical VoIP phones and Jabber soft phone clients. VoIP system components uptime shall be 99.9% over the month. Manage add, move, change, and disconnect actions for approximately 7,000 phone lines associated with emergency services, elevators, arms vaults, fire alarms, IDS (Intrusion Detection Systems) connections, and other life safety requirements 24x7x365. Investigate the cause and initiate restoration procedures for routine outages within 24 business hours 100% over the month. Investigate the cause and initiate restoration procedures for life/safety phone line outages within 4 business hours. Investigate the cause and initiate restoration procedures for request for add, move, change, and disconnect within 2 business days 100% over the month. Add, move, change, and disconnect requests shall be entered using customer service ticket system and have prior Government approval. Long distance services will be managed through DISA Store Front. Pay approximately 1400 phone bills monthly prior to due date. Present a monthly invoice for reimbursement through WAWF by the 15th day of the following month. Provide billing review, audit, disputes, payment, and related functions with local exchange carriers (LEC) for legacy phone lines. Invoice shall include name of LEC, account number, amount billed for the period, credits applied, amount paid, date paid, and voucher number. All bills shall be paid every month. All invoices shall contain previous month's bills only so that a month-to-month analysis can be performed. Approximately 5% of telephone bills are received on paper shall be scanned on a monthly basis. Scanned and electronic bills shall be stored in a Government specified location. Support, when required, the Registered Communications Distribution Designer and Project Management Lead during Communications Planning and Review. Education & Experience BA/BS Degree with 12+ years of experience or MA/MS with 10+ years of experience (required) Certifications DoD 8570.01-M certified (required) Cisco Certified Network Practitioner (required) ITIL Foundation (required) Security Clearance US Government Secret (T3) clearance is required Other (Travel, Work Environment, DoD 8570 Requirements, Administrative Notes, etc.) Travel to CONUS and OCONUS locations to meet mission requirements and undergo training maybe required. The support outside Ft. Bragg, NC including OCONUS if required, will be designated as TDY.
