Summary:
The solutions and detailed oriented Manager, Project Oversight & Compliance is responsible for ensuring Capital Programs staff are conducting project related actions that are compliant with Federal (e.g. Federal Transit Administration) and State laws and regulations. This position requires curiosity, excellent communication skills, working well with others, and being a team player.
Roles and Responsibilities:
Facilitates the Capital Programs project oversight and compliance program to ensure Capital Programs projects meet all internal and external project oversight requirements.
Manages and updates Project Management Plans and all sub plans in compliance with Federal rules and regulations for Capital Programs projects.
Represents project teams and serves as NJ TRANSIT's point of contact in meetings with external agencies that have an interest in specific Capital Programs' projects.
Coordinates, assembles, and tracks documentation and information in response to internal and external oversight, audits, and other agencies relating to Capital Programs projects (e.g., FRA, FTA, IOM).
Manages audit report responses and ensures stakeholder responses are properly collected, as directed.
Leads efforts for the implementation of internal or external findings or recommendations resulting from audits or reviews on Capital Program projects.
Accountable for the planning, organizing, directing, coordinating, reviewing, and reporting of risk management and assessment activities on Capital Program projects.
Facilitate risk assessment workshops and quality audits with stakeholders throughout the project life.
Updates Capital Programs internal policies and procedures, as directed.
Manages and executes special reviews, projects, or other duties, as directed.
Education, Experience, and Qualifications:
Bachelor's degree in Engineering/Architecture, Construction/Project Management, Auditing, Accounting, Pre-Law, Business/Public Administration or equivalent, and five (5) years of progressive public administration experience, public management, or financial or programmatic compliance experience.
Four years of relevant experience may be substituted for the degree requirement. A PMI Certification desired (PMP, RMP, etc.).
Knowledge and Skills:
Excellent written and verbal skills required. Strong analytic ability and ability to manage multiple projects/priorities with varied deadlines is required. Ability to work independently and make decisions and to establish and maintain effective working relationships with others Detailed and solution oriented.
High proficiency of Microsoft Excel, Word, Outlook, and PowerPoint is required.
Certificates, Licenses, Registrations:
A PMI Certification desired (PMP, RMP, etc.).
