Full job description Minimum Qualifications
BA/BS degree in Architecture, Construction Management, or closely related field, and at least ten years of progressively more responsible architectural and construction experience, including direct supervision of professional staff, or equivalent experience managing the performance of staff or consultants.


Preferred Qualifications

Master's degree Public sector and/or University experience Professional Architect or Engineering registration Familiarity with industry software including CAAD/BIM, Tririga, Bluebeam, Microsoft Project Knowledge, Skills, and Abilities

Knowledge of capital project planning, architectural, engineering and construction principles practices and process

The Manager of Design and Construction is responsible for the leadership and management of the Project Manager teams within the Project Design and Delivery divisions of Capital Project Management (CPM), overseeing the design and construction of University capital projects system-wide. This position ensures that capital projects adhere to program, budget, and schedule, and that quality contextual design is embedded throughout the integrated programmatic, financial, physical planning, and construction process. The annual ongoing project volume is from 200 to 400 projects with a value of approximately $1,000,000,000 - $1,200,000,000. This position reports directly to CPM's Director of Project Delivery and is part of CPM's executive leadership team.


Responsibilities


Project Development: (40%)
Project involvement: Direct activity for the project management process for capital projects from planning through design and construction. Oversee project managers having responsibility for design and construction of specific capital projects to ensure the projects adhere to program, budget and schedule. Collaborate with project managers during design and the implementation of projects. Evaluate the capital project delivery method for each project, direct activity for contract solicitation and award and make recommendations to the Design/Delivery Directors.
Work with project managers to ensure the following on a given project:
Design: design review including: space program requirements, stacking diagrams and floor plans for functionality and efficiency, conceptual design analysis, building massing and articulation, aesthetics, materials, finishes for quality and durability, compliance with University design guidelines and building standards, and cost and schedule impacts; provide design recommendations to the University Architect for all major capital projects and approve design of minor projects; collaborate on the implementation of project issues related to historic preservation; prepare reports and assist in presentations as needed for the Board of Regents and University leadership.
Delivery: analyze, forecast and report on capital project performance compliance relative to budget and schedule compliance; provide monthly capital budget updates; monitor executed contracts and contract compliance; oversee documentation pertaining to contracts and contract disputes; ensure adequate controls and appropriate reviews exist for payment; review significant capital project proposed change orders.
Ensure compliance with Regents policy, statutes and targeted group business policy.


Administrative Management, Staff Assignments and Reporting: (40%)
Communicate work assignments and expectations, as established by the Director of Project Delivery and the Director of Design; direct staff on matters of procedures, strategy and technical advice; and devise methods for the project manager team to achieve excellence in work product, consistency and customer service. Mentor CPM's design and delivery project managers for specific capital project design and processes. Manage, provide training, take corrective action and conduct annual performance reviews for the unit's staff. Provide policy and process review and development.


University Construction Standards: (10%)
Direct the ongoing development of capital project standards, in collaboration with other University stakeholders. Direct the application of the Standards for capital projects to ensure adherence to the long-term interest of the University.


Design and Construction Industry Knowledge: (10%)
Evaluate the vendor marketplace and industry offerings to stay informed of trends, value-added options, and industry best practice. Recommend revisions to Guidelines, Standards, contracts, construction delivery and note other industry changes to senior leadership. Serve as a point of contact with contractors. Be an effective advocate for CPM and the University in matters related to the design and construction industry, the American Institute of Architects (AIA), the Association of General Contractors, and other external constituents.
