The Bloomberg Center for Government Excellence at Johns Hopkins University (GovEx or the Center) seeks to hire a Manager for Organizational Development to join our team of government, data, and performance practice experts to support senior government leaders across the United States, Canada, and Latin America to use data to get better results for residents.

The Manager for Organizational Development will report to GovEx Chief of Staff and will play a critical role in our organization to oversee the assessment and evaluation of alignment to strategic goals, priorities, and content, within and across programs both vertically and horizontally. Additionally, this role will lead internal skills and professional development initiatives to ensure alignment with organizational priorities and individual goals. In support of the GovEx Chief of Staff, the candidate will also play a pivotal role in driving the implementation of cultural and organizational development strategies.
Working with the Chief of Staff, this role will be instrumental in identifying opportunities and creating processes for employee development through both online and in-person training initiatives. The Manager for Organizational Development will take a holistic approach to design employee development, in partnership with GovEx Academy, with an understanding that learning should be an ongoing process that spans the entire length of an employee's tenure with the organization.

Specific Duties & Responsibilities Internal and External Program Alignment Conduct regular assessments and evaluations of internal and external programming to ensure vertical and horizontal alignment across center goals, priorities, and programs. Develop and implement strategies to enhance alignment between program objectives, organizational priorities, and individual goals, working with offices across the center to regularly evaluate and refine those strategies to ensure continued alignment. Serve as a liaison between departments to facilitate communication and alignment on cross-functional projects and initiatives. Collaborate with internal and external stakeholders on content alignment across the center. Collaborate with the Chief of Staff and other senior leaders to develop and implement strategies for continuous improvement in program alignment and staff development. Other duties as assigned. Evaluation and Assessment of Internal and External Programming Partner with Monitoring & Evaluation specialists to regularly assess the Center's programs and initiatives (e.g., supporting the Quarterly Review process, other progress monitoring initiatives). Track and monitor progress towards alignment goals and provide regular updates to senior leadership. Support efforts of impact reporting for GovEx and across programming. Other duties as assigned. Internal Professional Development and Training Manage comprehensive training and professional development plans that cover everything from onboarding new staff to providing updated training on new technologies and methodologies. Lead the design and delivery of internal skills and professional development programs tailored to meet the needs of staff and align with organizational goals. Collaborate with departmental leaders to identify skill gaps and development opportunities within teams. Partner with GovEx Academy in the design and deployment of learning strategies and employee training initiatives. Identify coaching and mentoring needs of staff members and connect them with the appropriate resources to support their professional growth and alignment with organizational objectives. Stay informed about industry best practices and emerging trends related to program alignment and professional development. Assess organizational effectiveness through analyses of employee-role fit, identifying areas for skill development where needed. Other duties as assigned. Organizational Culture Development and Support Assist in the development and execution of cultural and organizational development initiatives to foster a positive and cohesive work environment. Support initiatives under the direction of the Chief of Staff and/or in collaboration with the AVP Operations team to enhance operational effectiveness and standards across GovEx and CGEPI. Other duties as assigned. Special Knowledge, Skills, & Abilities Experience working in organizational development. Knowledge of local or state government data and performance management practices is an asset. Successful experience in program management and project management of complex initiatives from design to completion. Ability to collect and synthesize information. Strong professional writing, public speaking and training skills. Ability to manage complex relationships with program stakeholders and funders. Minimum Qualifications Bachelor's Degree. Five years of related experience. Additional education may substitute for required experience, to the extent permitted by the JHU equivalency formula.  Preferred Qualifications At least eight (8) years of experience working in public policy, public administration, or a related field, particularly within local or state governments.
