The National Urban League seeks a dedicated Manager, Workforce and Education Policy to join our Washington Bureau, reporting directly to the Executive Director of the Washington Bureau. This role is pivotal in advocating for education and workforce policies that align with the Urban League's mission to enable African Americans and other underserved urban residents to secure economic self-reliance, parity, power, and civil rights. The Manager will develop strategies, conduct research, engage with Congressional and Executive Branch entities, and support our affiliates with the aim of advancing our priorities in education and workforce development.
Essential Functions: Collaborate with the Washington Bureau team to develop advocacy strategies that promote educational equity and workforce development. Conduct research and policy analysis in education and workforce areas, producing reports, presentations, and advocacy materials. Monitor federal legislative and regulatory activities, recommending actions to align with and advance the League's priorities. Assist in crafting legislative language, comments on administrative rules, and policy statements. Facilitate communication and strategy alignment among Urban League affiliates, enhancing their capacity to respond to federal policy changes. Represent the Urban League in national coalitions, partnerships, and meetings related to education and workforce development.   Education: Bachelor's degree required in Education, Public Policy, Public Administration, Social Policy, or another related field. Master's degree preferred. Experience: 3-5 years of relevant work experience in education policy or workforce development. Experience with Capitol Hill, state education agencies (SEAs), local education agencies (LEAs), or education/workforce advocacy organizations is highly valued. Familiarity with P-16 education policies, such as those which addresses opportunity gaps in urban education; early learning; college and career readiness; equity and excellence at scale; accountability; student engagement; educator effectiveness; parent & family engagement and access to comprehensive data; College and Career Ready Standards and related Assessments; out of school time learning; parent, student, and stakeholder engagement; and college access and completion. Knowledge and Skills: Strong communication (written and oral), policy & analytical skills. Inquisitive, self-starter, with ability to work independently, with multiple internal stakeholders and flexibly in a high-pressure environment. Demonstrated ability to produce under tight deadlines and evolve under changing work conditions as is often the case in federal advocacy work. Digital & technological literacy. Demonstrated ability to collaborate, and commitment to work with a team, and across the organization. Demonstrated ability to prioritize a wide range of duties and responsibilities, organize tasks, and remain flexible to changing and multiple requests. Ability to work with and across multiple and varied constituency groups. Demonstrated ability to convey ideas and positions to diverse groups – externally to technical and nontechnical audiences at various levels (e.g., partners, states, federal government), and internally with peers – both orally and in writing. Robust research skills and demonstrated ability to synthesize complex information into understandable, accessible language. A clear policy, advocacy, or research area of interest applicable to educational and health policy. This position is hybrid. Physical Requirements: Prolonged periods sitting at a desk and working on a computer. Must be able to stand, stoop, bend, sit and climb for extended periods of time to install exhibits.
