This position exists to support Office of Inspector General (OIG) Legal Counsel's Office in timely completion of operational and programmatic work related to background investigations, licensing, and financial fraud and abuse.
Responsibilities include but are not limited to:
• Ensuring detailed initial review of expungement orders, requests for reconsideration and appeals.
• Providing back-up support to unit-specific Legal Process Coordinators.
• Assisting with case file sharing and distribution.
• Reviewing and logging data requests.
• Performing other tasks as required. Qualifications Minimum Qualifications **To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held.**
Two (2) years advanced administrative support, paraprofessional, or technical experience reviewing and researching legal documents; OR
Associate degree in Legal Studies, Criminal Justice, Political Science, Human Services or related field and one (1) year advanced administrative support, paraprofessional, or technical experience in reviewing and researching; OR
Experience must demonstrate the following:
• Process documents accurately and efficiently to help ensure compliance with court-imposed deadlines and statutory timeframes.
• Experience documenting processes and creating training materials.
• Familiarity with a wide range of legal documents, sufficient to delegate and distribute mail and email communications.
• General understanding of background studies or Department of Human Services (DHS) licensed programs. Preferred Qualifications
• Knowledge of the following requirements sufficient to work independently, to make appropriate referrals and to comply with division protocol:
o Minnesota Statutes, Chapter 245C (the Human Services Background Studies Act)
o Minnesota Statutes, Chapter 609A and section 260B.198 (Expungements)
o Minnesota Statutes, Chapter 609 (Criminal Code)
o Minnesota Statutes, Chapter 13 (the Minnesota Government Data Practices Act)
o Minnesota Statutes, Chapter 245A (the Human Services Licensing Act)
o Minnesota Statutes, Chapter 260E (the Maltreatment of Minors Act), and Minnesota Statutes, section 626.557 (the Vulnerable Adult Act)
o All applicable Minnesota Rules pertaining to licensure by the Department of Human Services.
• Demonstrate an excellent use of grammar and syntax and must be able to convey complicated legal and procedural information clearly and concisely with a minimum of oversight.
• Computer and word-processing skills and must have extensive experience managing the various databases used in the background study process.
• Make independent judgments resulting in decisions that must stand up to administrative and/or judicial review.
• A broad understanding of the Office of Inspector General and the division's work.
• Variety of experiences working effectively with others from different backgrounds and cultures. Additional Requirements
