We're seeking a skilled professional to develop and lead a comprehensive government procurement training program. This role involves designing, delivering, and evaluating training initiatives to enhance group processes and inform state employees and community partners. As the Learning & Development Specialist 2, your focus will be on improving procurement outcomes across agencies and local governments in Oregon by bolstering competencies and emphasizing accountability. The ideal candidate will possess expertise in procurement processes and organizational development, with a passion for improving public service through education and training.

What We Are Looking For
Minimum Qualifications:
Five years of work experience designing, planning, and implementing adult education courses, or applying web-based technologies in a blended learning environment; OR,
Five years of work experience designing, planning, and implementing organizational development strategies.
Note: A bachelor's degree in Education, Organizational Psychology, Business or Public Administration, Training and Development, Human Resources, Organizational Behavior, or related field may substitute for three years of the work experience stated above.
Underfill Opportunity:
The goal of this recruitment is to fill this position as a Learning & Development Specialist 2. However, if the successful applicant does not meet the minimum qualifications for the Learning & Development Specialist 2 classification but does meet the minimum qualifications for the Learning & Development Specialist 1 classification, the applicant will be appointed to the classification of Learning & Development Specialist 1 (SR 24 $4,338.00- $6,635.00). The duration and conditions surrounding the assignment and supervision of work are determined at the time of appointment.
Desired Attributes:
Knowledge of the principles and methods of learning, training, mentoring, coaching, and group leadership.
Knowledge of training and instructional resources, equipment, and software associated with in-person training, instructor-led online training, or eLearning.
Knowledge of instructional methods and training techniques, including curriculum design, learning theory, group, and individual techniques, virtually or in-person.
Knowledge of instructional design methods for instructor-led or eLearning and software used in this work.
Skill designing training course objectives, lesson plans, and course materials.
Skill developing, designing, and delivering in-person training, instructor-led online training, or eLearning components/deliverables.

This limited duration position is expected to last until June 30, 2025, and may be extended or made permanent based on agency budget and approval. The limited duration opportunity may be filled as a job rotation for current State of Oregon employees with approval from the sending agency.
The salary listed is the non-PERS qualifying salary range. If the successful candidate is PERS qualifying, the salary range will reflect an additional 6.95%.
