About the Learning & Organizational Development Team: The Learning & Organizational Development (L&OD) team leads the learning and training programs for our divisions and departments. L&OD is a strategic planning partner responsible for bridging and connecting learning techniques and tools to develop our employees, and retain talent while engaging and motivating employees, and creating a meaningful, diverse, and inclusive work culture.
Job Description The L&OD Manager will drive innovation, culture change, help us meet and exceed performance goals, and improve the employee experience. The L&OD Manager has knowledge and experience in training and learning principles with expertise in working with evolving organizations. The L&OD Manager will be responsible for leading a team who collaborates with others including stakeholders, managers, and supervisors to develop and implement creative, engaging, and high-quality training for our employees, across all levels, operations, and work locations, in-person, and virtually.
This role is as much about strategic thinking as it is about substantive implementation. This is a working manager position with an expectation that this role leads by example with a train-the-trainer mentality, mentor, coach, and practitioner attitude.
Examples of Important and Essential Duties: Monitors and provides support to divisions and departments for their training and organizational development needs. Manages the performance of the L&OD team. Prepares and monitors reports to ensure compliance with various City and department mandatory training requirements. Provides consultation, advice and coaching to department heads, directors, managers and supervisors on organizational strategy and performance planning, and management development. Coordinates organizational and employee development activities to improve workforce growth and performance. Prepares and/or monitors the design and development of training programs; monitors staff implementation of programs, training and facilitation. Collaborates with subject matter experts to determine learning needs and analyzes learning gaps to design programs and learning content. Advises on best practices for content creation and execution using innovative organizational development. Designs and adapts assessment tools or approaches for assessing learning needs, determines appropriate instructional design and content, and evaluates the effectiveness of related training programs. Performs other related duties and responsibilities as assigned. Qualifications Minimum Qualifications 1. Possession of a Bachelor's degree from an accredited college or university; AND 2. Five (5) years of experience performing work in the area of organizational, employee, and leadership development.
Substitution: Additional qualifying work experience in the area of organizational, employee, and leadership development may be substituted for up to two years of the required education on a year-for-year basis (30 semester/ 45 quarter units equals one year).
Note(s): One-year full-time employment is considered equivalent to 2000 hours (2000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment. Applicants must meet minimum qualification requirements by the final filing date unless otherwise noted. Desirable Qualifications :
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring. Two (2) years of verifiable experience supervising a team of trainers. Master's or Doctoral Degree (Ph.D., Psy.D., MS/MA/MBA) in Organization Development, Instructional Design, Adult Learning, Leadership, Organization Psychology, behavioral psychology, education, business, or other related fields. Experience developing comprehensive training programs, including leadership and management programs. Experience with Change Management. Knowledge and experience in implementing Learning Management Systems. Work or training experience in a public sector or similarly complex environment. Certification in assessment and trainings such as, MBTI, DiSC, Crucial Conversations, Franklin Covey workshops, Situational Leadership or other communications programs. Additional Information Selection Procedure/Examination Requirements
After application submission, candidates deemed qualified must complete all subsequent steps to advance in this selection process, which includes the following:
Minimum Qualification Supplemental Questionnaire (MQSQ):
Candidates will be required to complete a MQSQ as part of the employment application at a later time. This MQSQ is designed to obtain specific information regarding an applicant's experience in relation to the minimum qualifications for this position. The MQSQ will be used to evaluate if the applicant possesses the required minimum qualifications . Supplemental Questionnaire (Weight 100%):
Candidates deemed to meet the minimum qualifications will participate in a supplemental questionnaire evaluation designed to measure their relative knowledge, skills and abilities in job-related areas, which may include, but not be limited to: knowledge of organizational, employee and leadership development principles; leadership, interpersonal, problem solving and analytical skills; management, written and verbal communication abilities. A passing score must be achieved on the supplemental questionnaire in order to be ranked on the eligible list. Eligible List/Score Report:
A confidential eligible list of applicant names that have passed the civil service examination process will be created and used for certification purposes only. An examination score report will be established, so applicants can view the ranks, final scores and number of eligible candidates. Applicant information, including names of applicants on the eligible list, shall not be made public unless required by law. However, an eligible list shall be made available for public inspection, upon request, once the eligible list is exhausted or expired and referrals resolved. The eligible list/score report resulting from this civil service examination process is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.
The duration of the eligible list resulting from this examination process will be 6 months and may be extended with the approval of the Human Resources Director.
