The Garrett Group is in search of a Land Warfare Analyst for an upcoming contract to fulfill pivotal roles at the Joint Center for Electromagnetic Readiness (JCER). This role entails conducting essential assessments of service deployment certification events and mandatory prerequisite training crucial for deployments to assist Combatant Commands (CCMDs). JCER achieves this by meticulously evaluating venues, events, and units, adhering to standards like the Universal Joint Tasks (UJTs) and the EMOE Characterization Framewo1rk.
Qualifications for candidates include: Required Experience: Division-level experience in at least one of the following areas: Electronic Warfare (EW), Air Defense Artillery (ADA)/Radars, Fires, Spectrum Management, or Signals Intelligence/Electronic Intelligence (SIGINT/ELINT). Proficiency in Electromagnetic Spectrum (EMS) and non-kinetic effects planning, execution, and evaluation processes. Proficiency in developing comprehensive mission analysis and integrating resources to determine capabilities for meeting mission requirements. Understanding of current US Army or US Marine Corps (USMC) capabilities and tactics, along with knowledge of vulnerabilities in the presence of threat EMSO, to provide recommendations to service or joint tactics, weapon schools, or publications based on JCER evaluation findings. Experience in tactical and operational-level targeting processes. Strong written and verbal communication skills to draft objective and credible reports and deliver briefs with minimal need for editing and correction. A minimum of twelve (12) years of demonstrated relevant experience in the US Army or USMC. Desired Experience: Ability to assess emerging EMSO threats and present findings, conclusions, and recommendations based on evaluation results. Operational deployment experience in EMSO and spectrum management. A minimum of fifteen (15) years of expertise in land operations and combat systems. Training and certification as a Project Management Professional (PMP) is highly recommended for individuals lacking desired military leadership experience. Responsibilities include: Conducting tactical, operational, and strategic-level research regarding the impact of existing and emerging EMSO threats on joint operations. Leading and contributing to event planning and execution teams under military/GS direction, including developing evaluation Plans of Action and Milestones (POAM), coordinating with units and venues, leading planning meetings, and drafting evaluation plans and reports.
