Junior Program Officer

Summary: Goldbelt C6, LLC., is seeking a Junior Program Officer to provide contract support to the Bureau of Educational and Cultural Affairs' J. William Fulbright Foreign Scholarship Board Staff (ECA/FFSB/S). The Junior Program Officer shall perform a wide variety of duties necessary to support the FFSB in carrying out its responsibilities, including preparing for four quarterly Board Meetings. The Junior Program Officer shall support outreach related to Board Members' activities, support administrative arrangements, and coordinate primarily with other bureau offices, as well as regional bureaus, program agencies, and posts.
Essential Job Functions: Perform a wide variety of duties necessary to planning and implementing academic exchange programs in coordination with regional bureaus, other bureau offices, program agencies, binational Fulbright commissions, and diplomatic posts Provide programmatic oversight of one or more grants or cooperative agreements in accordance with ECA grants policy and in conjunction with the Grants Officer Representative Assist in devising or modifying programs to meet changing political situations and educational needs Keep abreast of relevant academic exchange activities within countries of responsibility, especially developments with the potential to adversely impact exchange activities Assist in development and maintenance of effective relationships with stakeholders in support of ECA's strategic goal of promoting international understanding Prepare briefing papers, memoranda, talking points, speeches, and other documents on exchange activities, as well as other support to management Monitor and report on country programs and budgets Review and forward Fulbright candidates to the J. William Fulbright Scholarship Board (FFSB) Represent ECA at workshops, orientations, and meetings with program participants, government representatives, implementing partners, binational Fulbright Commissions, posts, and the public Assist with planning and coordinating various programmatic-related workshops and seminars Provide support in managing Branch outreach and alumni coordination efforts, including social media and webinar outreach Process personnel time and attendance Necessary Skills and Knowledge: Discretion and superb judgement in handling information related to prominent and senior government officials Ability to interact with all nationalities in a culturally sensitive manner Familiarity with standard software, including the complete Microsoft Office Suite (Word, Excel, Access, PowerPoint, SharePoint), and ability to learn and work with other software, as well as database applications Excellent, timely, and precise organizational skills and multi-tasking abilities Excellent critical and creative thinking and analytical skills, as well as research abilities Excellent written and oral communication skills and ability to maintain effective liaison with other Department of State offices, diplomatic posts, Fulbright Commission colleagues, program partners, and other entities involved in academic exchange programs Ability and willingness to work independently but with direction from supervision, in a high volume, fast-paced work environment Demonstrates a flexible, team-oriented approach to work with an interest in building and maintaining strong working relationships with colleagues Minimum Qualifications: High School Diploma Education and/or work experience related to international cultural or academic exchanges, and/or other types of international study programming Experience with U.S. government and Department of State (DOS) administrative policies and procedures as they pertain to financial and operational management of international exchange programs Experience in program administration, operating procedures, oversight, and monitoring Active Moderate Risk Public Trust Clearance Ability to obtain and maintain a security clearance at the Secret level Preferred Qualifications: Bachelor's Degree Some academic or professional experience in international affairs or exchange programs is preferred for this position. Knowledge of, or ability to learn travel authorization, travel arranging, timekeeping systems is highly desirable Currently maintains a security clearance at the Secret level. Prior experience working with the U.S. Department of State is highly desired to understand the culture and environment. The salary range for this position is $70,00.00-$80,000.00 annually.
