This position serves as a Junior Application Developer/Analyst supporting the Illinois Department of Corrections (IDOC) performing difficult and specialized work supporting the Offender/Juvenile tracking system. In this role, you will analyze, design, test, deploy, and maintain web based online applications. A Junior Application Developer/Analyst interviews and consults with stakeholders and Application Support staff regarding revisions, maintenance and improvements to existing systems or development of new systems. Job Responsibilities 35% Under general direction, serves as a Junior Applications Developer/Analyst for the Department of Innovation & Technology (DoIT) supporting the Illinois Department of Corrections (IDOC):
Performs technical and advisory functions supporting the department's Offender/Juvenile Tracking systems, including the analysis, coding, and testing of the system. Writes detailed specifications that will be used to code and test programs. Coordinates programming activities with other professional staff utilizing Agile and DevOps methodology. Monitors the preparation, review and revision of program procedures, methods, and manuals 30% Actively participates in the analysis, development, coding, testing, and documenting of complex projects dealing with offender and juvenile management applications, programs, and systems, using Visual Studio, Microsoft SQL Server Integration Services & Entity Framework Core, Blazor, Bootstrap, Power BI, JavaScript, .Net, C#, Microsoft Azure and Microsoft Dynamics CRM: 
Analyzes stakeholder information technology needs. Contributes to feasibility studies, work plans, cost estimates and alternative approaches under direction of Senior Developers Plans and develops techniques to accomplish conversion to automated processing 15% Interviews and consults with stakeholders and Application Support staff regarding revisions, maintenance and improvements to existing systems or development of new systems:
Performs studies and analysis of user requirements for the population management systems 10% Develops and maintains cross-check and audit procedures to ensure accuracy of operations and to correct deviations from specifications.
5% Keeps abreast of new developments in Web Application Technologies and DevOps fields:
Continues education by attending meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on IT products, vendors, techniques and procedures. Attends demonstrations and exhibitions related to assigned operations. 5% Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications Requires knowledge, skill and mental development equivalent to four (4) years of college with course work in computer science or directly related fields. Requires one (1) year of professional experience in applications services or a related Information Technology field. Specialized Skills Requires one (1) year of professional experience in Web Application development including analysis, design, testing, deployment, and maintenance of Enterprise level web based online applications. Requires one (1) year of professional experience utilizing C#, Visual Studio, .Net, Entity Framework, SQL Server, Microsoft Azure, and Azure DevOps to design, build, integrate, test, and deploy Web Applications using continuous integration/continuous deployment (CI/CD) pipelines to cloud based resources. Preferred Qualifications (In Order of Significance) One (1) year of professional experience in Web Application development including analysis, design, testing, deployment, and maintenance of Enterprise level web based online applications. One (1) year of professional experience utilizing C#, Visual Studio, .Net, Entity Framework, SQL Server, Microsoft Azure, and Azure DevOps to design, build, integrate, test, and deploy Web Applications using continuous integration/continuous deployment (CI/CD) pipelines to cloud based resources. One (1) year of professional experience utilizing .Net to program customizations for Microsoft CRM Dynamics 365. One (1) year of experience working on a development team utilizing Agile and DevOps methodology. One (1) year of professional experience analyzing specifications and design logic to produce, test, debug, and deploy C# code with .net and Visual Studio to Azure DevOps. Ability to analyze data logically and exercise sound judgment in defining and evaluating problems of an operational or procedural nature. Developed verbal and written communication skills to present information to others with clarity and precision. Ability to gain and maintain effective working relationships with associates, vendors, clients, and others.
