IT Program Manager (IT Project Manager, Senior) In this position, you will advance Colorado Springs Police Department's (CSPD) Information Technology strategic plan and vision based on a continuous needs assessment. You will also oversee the implementation of multiple large-scale organizational projects, implement department programs, interact with vendors, and serve as a manager to several technology-related teams. You will also work closely with City Information Technology, and continually determine risk, benefit, and linked issues across CSPD's technology and related systems.

Manage the strategic planning, development, evaluation, and coordination of CSPD's technological needs
Provide program oversight, management, and strategic direction over CSPD technical projects, and ongoing application and technical support; serve as the primary liaison to City IT
Oversee project management related to CSPD
Manage internal development, implementation, and/or integration of third-party applications Review and monitor project plans to ensure they are consistent with CSPD's technology strategy Oversee project managers, establish goals, scopes of projects, and success factors Oversee application support, including the Records Management System Review and monitor software solutions to ensure they meet the needs of the CSPD Oversee the research and evaluation of new applications that support CSPD's technology strategy Oversee the CSPD Technology Team and Body-Worn Camera program Manage the priority of work and implementation of projects assigned to the team Provide oversight of data governance in information flow and integrity, efficiency, and availability of data Ensure compliance with data standards and report requirements  We are looking for candidates who demonstrate Knowledge of scoping, acquisition, design and implementation of major programs, process, and systems for a 1000+ member organization Knowledge of comprehensive and practical project management Ability to supervise and monitor performance for a regular group of employees, including providing input on hiring, discipline, performance evaluation, work objectives, and workload assignment. Ability to monitor a budget and expenditures for a unit and fiscal management for large projects Ability to exercise independent judgment and have decision-making abilities Ability to communicate clearly and concisely, orally and in writing Ability to establish and maintain effective and professional working relationships Ability to be highly organized and detail oriented Bachelor's degree from an accredited college or university with major coursework in a related area of study.  Five years of full-time, professional experience in a related field, including three years of administrator and/or supervisory experience. One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.
Additional appropriate education may be substituted for the minimum experience requirements.
Experience in IT Program Management Experience in a public safety environment Experience with a Records Management System  The City of Colorado Springs offers additional compensation depending on the position, area of assignment, and specific job assignments, including shift differential, pay differential, acting or lead, special assignment, hazard pay, longevity, cell phone allowance, uniform allowance, relocation, awards, standby, call out, compensatory time off, tuition, overtime, extra duty, incentive, holiday premium, proficiency, and vacation sell back. The job offer will be contingent upon successful completion of a polygraph examination, extensive background check, and other pre-employment assessments.
