Manages an applications unit or function. Capable of managing multiple units or functions through the direct management of managers and/or technical `Specialists¿. Establishes performance standards for the unit. Conducts the performance management process, identifies training and career development needs. Responsible for development of management talent for higher levels of management. 2. Determines staffing needs, makes hiring and firing decisions, handles salary administration, and ensures resources are available to accomplish priorities. Develops and manages diversity programs and programs for the unit(s). 3. Responsible for developing the business unit strategic plan and sets goals and priorities based on the direction set for the unit. Follows through to ensure that objectives are met. 4. Develops unit(s) budget and manages the expenses for the unit. Owns accountability for all components tracking to plan. 5. Develops risk management and compliance programs and activities for the unit(s). Owns responsibility for adherence to plans. 6. Provides leadership and guidance to staff, fostering an environment that encourages employee participation, teamwork, and communication. 7. Assumes leadership role with business unit partners to determine the most effective computer utilization to solve business problems or address business needs. 8. Oversees managers and/or technical `Specialists¿ who direct major systems projects, including project planning, management status reporting, systems specifications and implementation. 9. Reviews, negotiates, and maintains vendor contracts and makes recommendations for purchasing outside services. 10. Communicates with various business areas and outside vendors, consultants, and clients regarding automation needs. 11. Ensures compliance with all audit requirements including change control procedures and data security. 12. Assists in long range planning and project administration for systems which includes the development and implementation of department objectives and overall systems needs for business unit. 13. Assumes leadership role on departmental committees. Knowledge :Knowledge of programming languages, various business applications, the computer industry, and various design and programming techniques, usually obtained by related work experience and completion of a four year degree in Computer Science, is required to direct systems projects and resolve business problems with effective computer utilization. Analytical and problem solving skills are needed for systems guidance. Leadership and organizational skills are required to determine the unit goals, resources needed, and to assess and develop the skills of the staff. Experience :Minimum of 10 years of systems experience including programming analysis and systems design. Experience with various programming languages and phase report studies is required.
