Description This is a one-year , interim position July 2024 - June 2025 based in Oakland, CA.

GENERAL SUMMARY:
The Interim Special Education Data Analyst is responsible for state and federal special education data reporting, and other compliance-related areas central to Aspire's Special Education operations; including initiating and completing all state and federal reporting deadlines including CALPADS reporting for Special Education. They collaborate with Special Education teammates, Home Office/Regional Office teammates, Business Managers, Principals, and other teammates to increase the quality of state and federal reported data. They will also develop systems and collaborate across multiple systems and departments to resolve data anomalies in PowerSchool, CALPADS, and SEIS.
ESSENTIAL DUTIES & RESPONSIBILITIES:
State and Federal Reporting
Responsible for CALPADS and other state and federal reporting in an efficient, accurate and timely manner
Certify final Special Education data snapshots as complete and accurate by state and federal reporting deadlines
Work with Aspire SPED team members to ensure the accuracy and completeness of our program data, in all systems, from data entry to certification in CALPADS.
Prepare data in PowerSchool, SEIS, CALPADS and other systems to be ready for each reporting cycle – includes collaborating with teammates across the organization to get complete and accurate data
SEDS Data Management
Monitor data quality in the Special Education Data System (i.e. SEIS) and resolve any data quality issues  across multiple systems in a timely manner
Populating SWD (Students With Disabilities) data into SEDS (Special Education Data System e.g. Welligent, SEIS) and transferring that data to CALPADS via the API.
Run extracts, upload to CALPADS, clean up errors, and post data
Coordinate with the Assessment team to ensure appropriate testing accommodations are captured for Aspire's SPED students across multiple systems (e.g. SEIS, PowerSchool, CALPADS and TOMS).
CALPADS Special Education Data Management
Monitor Special Education data quality in CALPADS and resolve any data quality issues in a timely manner
Communicating with the CALPADS Administrator when a student does not have an enrollment in CALPADS.
Reviewing special education certification reports within CALPADS and communicating to the CALPADS Administrator when reports are ready for approval.
Reviewing discrepancy reports with CALPADS staff to determine whether student demographic data need to be updated in the SEDS or SIS. 
Coordinate with Aspire's CALPADS Administrator to ensure early identification of incoming students who are on active plans.
Serve as an intermediary with the CALPADS Administrator and SELPA Director.
Stay current with CALPADS SPED policies, processes and tools, and ensure that knowledge is transferred to the relevant Aspire teammates.
Operational Systems and Process Improvement
Build new systems to increase the capacity of the team in all aspects of SpEd operations and reporting
Support the SpEd team to develop systems that will improve operational systems at a regional level, and work in close collaboration with site teammates
Drive continuous process improvements, data compliance to improve data quality, and implement scalable support systems and resources for our school and regional staff
Identify and implement improved user training or opportunity to improve training or opportunities to improve data quality and user experience
Support projects to implement process and training improvements, including training delivery and report creation
Assist the Operations team with the management of compliance areas that are central to Aspire's operations through school site support and training
Compliance Data and Authorizer Reporting
Monitors, maintains, updates, and supports the student information system and associated programs and databases.
Manage data analysis and reporting of student data, including SPED, assessment, attendance, and behavior data for authorizer reporting
Create analysis reports/dashboards for various stakeholders using Tableau, Google Apps, MS Excel, PowerPoint, and other tools
Complete ad hoc data analysis requests in a timely and efficient manner
Partner with the regional team on data-related projects and initiatives
Support compliance, reimbursement, and reporting projects, which may include but are not limited to SELPA and State reporting, Medi-cal reimbursement reporting
Demonstrate knowledge of and support, Aspire Public Schools' mission, vision, value statements, standards, policies and procedures, operating instructions, confidentiality standards, and the code of ethical behavior

QUALIFICATIONS:
Required knowledge, skills & abilities:
Required:
Love working with data!
Proactive approach to problem-solving, a strong quantitative and qualitative analytical skill set, ability to see the big picture and the individual elements of that picture
Strong attention to detail to identify data errors and necessary data cleanup
Fluency in MS Office and Google Suites, especially Excel and Google Sheets
Experience in managing and utilizing multiple data systems to ensure data quality and integrity
Experience generating clear, accurate, and timely reports
Demonstrated ability to quickly learn new areas of knowledge and technology
Flexibility and willingness to help where needed
Exceptional written and verbal communication skills; active listening skills is a must
Demonstrated ability to manage quickly changing and multiple priorities with a calm professional demeanor
Customer service skills
Unafraid to find ways to reinvent and simplify current processes
Earn trust of others with people in various roles
Provide excellent customer service to our staff and contacts outside of Aspire 
Preferred:
Experience with CALPADS data submission and certification processes
Experience with SEDS, specifically SEIS 
Experience working with a student information system, specifically PowerSchool
Experience with Medi-Cal reimbursement reporting
Experience analyzing complex sets of data. Experience with Tableau desired.
Experience or strong interest in K-12 education
Minimum educational level:
Bachelor's degree in business, education or other related field preferred 
Associate degree plus 2 years of equivalent combination of education and experience 
Experience required:
1+ years' experience in data analysis, data reporting, or similar work. Project management experience a plus.
2+ years of successful special education and/or K-12 school operations experience; as this role sits at the intersection of special education, operations, and data management.
Experience or strong interest in K-12 public education. California State reporting experience a plus.
Experience working in dynamic, high-performing environments
Physical requirements:
Stand, walk or bend over, kneel, crouch, reach overhead, grasp, push, and pull. Move, lift and/or carry up to 30 pounds to shoulder height
Sitting, walking or standing for extended periods of time
Dexterity of hands and fingers to operate a computer keyboard, operate standard office equipment, and use a telephone
See and read a computer screen and printed matter with or without vision aids
Read and understand rules and policies, labels, and instructions
Hear and understand speech at normal levels and on the telephone
Verbal communications, including the ability to speak and hear at normal room levels and on the telephone
Work authorization requirements: 
Clear the Department of Justice background screening
Authorized to work in the United States
Provide health (TB) clearance (must renew every four years)
