The Public Safety Operations Lieutenant is a sworn commissioned police position who directs and manages personnel assigned to the Department of Public Safety and promotes management goals and philosophy. This is a working supervisor who, when staffing levels dictate, may share in performing any and all sergeant functions. The Operations Lieutenant assures that all shift duties are completed in accordance with Public Safety goals and philosophies by providing direction and instruction to Operations sergeants and their staff. The Operations Lieutenant organizes and supervises the department's activities to include developing staffing plans to meet daily requirements, monitors overtime, and reviews incidents to recommend necessary policy or practices changes.
This position is a liaison to the OHSU community attending emergency and safety meetings to be responsive to public safety issues. The Operations Lieutenant will maintain membership in relevant professional associations dedicated to advancement of public safety and keep abreast of current best practices.
The Operations Lieutenant is a forward thinking, problem solver, and part of the management team with input to all aspects of department operations. This position conducts and/or monitors internal investigations, issues disciplinary action and effectively recommends disciplinary action to the Director towards personnel consistent with policies and procedures. The Operations Lieutenant assists with Use of Force reviews to analyze for policy violations and potential training issues. He/she may be assigned to assist with labor negotiations or serve as a representative for DPS during labor management issues.
This position works with near complete independence almost all the time. He/she directly supervises an entire shift or multiple shifts of sergeants, police officers, and community service officers and may serve as the senior administrative officer when directed by the Chief of Police. The Operations Lieutenant serves as the on-scene coordinator, unless relieved by municipal authorities, during any emergency event. The Operations Lieutenant must show initiative in handling and dealing with emerging safety and security problems and will be subject to recall or telephone calls at any time to assist in any DPS incident or emergency that may be critical to the full time operation of the hospital, or in relief of other OHSU security and police staff.

Assign duties and responsibilities to subordinate personnel and ensures that assignments are carried out in an appropriate and responsible manner. Supervisory duties to include recruitment, selection and retention, hire, train, write performance appraisals and position descriptions, approve leave time, assign and approve work, support professional growth, manage team and individual development plans, provide ongoing training, coach and perform disciplinary actions, and resolve grievances for up to five employees. Assist in the development , implementation and supervision of training for all departmental officers Supervise and/or direct police officers and community service officers for compliance. Ensure all officers under your authority know all requirements for their respective positions. Respond, as needed, to any areas to assist with criminal investigations, arrests, controlling violent persons; physically restrain persons when necessary for the protection of such persons, staff, students, employees and the public in accordance with applicable policies and laws. Report to the Deputy Chief on all matters pertaining to department operation. Assist in preparation of plans and programs to assure continued effectiveness of the Public Safety Mission. . Supervise and assist officers with incident management and investigations of suspected or alleged violations of University and Hospital policy, regulations and State, municipal or other relevant laws. Serve as working supervisor with the ability to perform all officer or sergeant functions when necessary. Write clear, concise and accurate reports of incidents and activities. Review reports, papers, and other records prepared by officers for accuracy, completeness and conformance with Public Safety standards. Review and approve leave requests for officers and/ or supervisors under your supervision. Access assistance from other agencies when necessary. In concert with the dispatcher on duty, access the Law Enforcement Data System, FBI files, National Crime Information Center, and/or the Portland Police Data System to obtain pertinent information related to Officer safety and law enforcement activities. Monitor and sort information transmitted via these systems. Assist in developing, updating and implementing department rules, policies and procedures. Formulate, monitor, evaluate, and review the effectiveness of emergency response procedures. Consult and coordinate with University administrative staff regarding programs and events requiring security or police attention. Report feedback to upper level departmental management in reference to department activities and their impact upon the Environment of Care on campus. Interacts by phone or in person with OHSU staff and students relative to security information on such services as the issuance of keys to facilities, ID badges and access control. Answers general information questions from the public, staff or students concerning security/crime regulations, building locations and campus activities Attends and participates in all required meetings and training classes. Successfully completes proficiency evaluation (written or verbal) which may be required to demonstrate adequate comprehension, and to satisfy the requirements of OSHA, The Joint Commission, Clery Act and other regulatory or accreditation agencies. Work cooperatively and coordinate with other OHSU employees to ensure that the Environment of Care in the Hospital and throughout the Campus is optimized. Provide helpful customer relation functions with the Department staff and customers throughout OHSU. This includes, but is not limited to, informing maintenance staff and critical offices of any problems noticed, changes in conditions, and interruptions of services. This also includes informing the appropriate Facilities and Logistics staff of any problems noticed, any risk to an interruption of services, any unsafe condition or any other event that should be reported to the cognizant managers through the Public Safety Dispatcher. Works on labor management issues to include sitting on the DPS LMC Other Duties as Assigned Must have High School Diploma or equivalent.
Must have at least 3 years of middle management experience in law enforcement and/or medical center security and/or university public safety and/or closely related experience.
Must be able to exercise independent judgment and make quick sound decisions while supervising a group of police officers and Community Service Officers and other Staff.
Must have sound understanding of Oregon Revised Statues and Federal Law.
Must be able learn and follow and instruct staff in OHSU Administrative and Departmental Policies, Procedures and Guidelines.
Must have the ability to prioritize multiple tasks within specific time constraints.
Must be able to recognize critical security, safety and maintenance items and have the initiative to respond to them immediately.
Must have the ability to quickly and accurately report problems.
Must have adequate skills in interpersonal relations for dealing professionally and civilly with all customers, including staff, students and visitors
Must be able to relay information in concise and accurate manner, have attention to detail, work in high stress Situations, while remaining calm.
Ability to give and follow direction.
Intermediate skills in MS Office (Word, Excel, Outlook).
Must have DPSST Basic Police officer certification or equivalent, or be able to obtain certification within twelve (12) months of hire.
Must be able to obtain DPSST Middle Management Certification with five (5) years of hire date.
Must have successfully completed Field Training Officer training or equivalent
Current CPR and First Aid certification or the ability to obtain within six (6) months of hire.
Must be free of Criminal History and be able to pass a Criminal Justice background check.
Must possess a Valid Drivers License and the ability to meet OHSU Driving Policy requirements

Bachelors degree in criminal justice or equivalent.
Three to five years of leadership experience in law enforcement/public safety. Work experience at a medical center and/or university.
Pay Range: $47.76 - $81.18 per hour (Commensurate with qualifications, experience and internal equity)
This position works both inside and outside of buildings. The work hours may be any of the three shifts depending on assignment of the director and need of the department. Must be able to lift and carry at least 50lbs with or without assistance. Must be physically fit to perform the duties of the job, which include walking long distances, running or climbing stairs, and passing required physical fitness exams to become a certified police officer.
