Insurance Plan Manager Location Hybrid remote in Raleigh, NC : About the Opportunity This position serves as the lead insurance subject matter expert for the University of North Carolina System Office. In this capacity, the position incumbent is responsible for planning the day-to day operations of group and insurance benefit programs across the UNC System (i.e. group health, dental, vision, short-term and long-term disability, workers' compensation, study abroad insurance, athletic accident insurance, term life insurance, travel and accident plans, flexible spending account plans, and other products, as applicable). The position serves as a liaison with the Office of State Human Resources (OSHR) and the Department of Insurance (DOI) on relevant benefit and insurance programs. Duties include serving as a consultative resource in insurance matters for campus-based human resources (HR) experts in benefits, campus based risk managers, collaborating with UNC System partners and external entities on the development, implementation, and consolidation of UNC campus based benefit and insurance programs, advisory groups, and managing a variety of initiatives and special projects to promote the use of sound benefit and insurance practices and standards throughout the University System. This position may be eligible for a hybrid work arrangement, consistent with System Office policy. UNC System employees are generally required to reside in North Carolina, within a 2-hour commuting distance of their assigned duty station.
About the UNC System Office The UNC System Office includes the offices of the President and other senior administrators of the multi-campus University of North Carolina System. The UNC System is a treasured public institution dedicated to serving the people of North Carolina through world-class teaching, research, and community engagement. Today, nearly 250,000 students are enrolled in our 16 universities across the state and at the NC School of Science and Mathematics. System Office staff is responsible for executing the policies of the UNC Board of Governors and providing University-wide leadership in the areas of academic affairs, business and financial management, long-range planning, student affairs, research, legal affairs, and government relations. The UNC System Office also has administrative oversight of a number of University affiliates, including PBS North Carolina, the North Carolina Arboretum, the NC State Education Assistance Authority, and University of North Carolina Press.
About the Team The Human Resources division serves as a strategic partner to the President UNC System Office senior leadership, Board of Governors, and to the chief human resources officers and their HR offices of the 17 constituent institutions of the University regarding policy and process implementation, HR management, benefit management, classification and compensation, employee relations, talent acquisition and human resources information systems (HRIS). Human Resources administers UNC Policies for employees exempt from the State Human Resource Act on behalf of the President and the Board; HR also administers delegated human resources responsibilities in collaboration with the North Carolina Office of State Human Resources for employees Subject to the Human Resources Act. The division is also responsible for management of a shared services payroll for nine constituent institutions, maintenance of the UNC System HR DataMart for personnel data, and the oversight and execution of the Optional Retirement Program (ORP) and other University-specific benefit programs.
Minimum Education, Experience, and Skills Bachelor's degree and two years of progressively responsible professional human resources management experience; or equivalent combination of training and experience. All degrees must be from appropriately accredited institutions.
Required Competencies • Demonstrated expertise in administering the University and the state of North Carolina insurance plans, policies, and procedures. • Demonstrated experience in identifying workforce trends, recognizing the impact of policies, procedures, and laws on insurance plans. • Proven knowledge of relevant federal laws with respect to employee benefits, as well as specific subject matter expertise in the Affordable Care Act (ACA), Family and Medical Leave Act (FMLA), COBRA, workers' compensation, and related regulations. • Proven knowledge in mathematics/basic statistics, software applications, databases, and related tools to locate, manipulate and analyze data to produce -reports that investigate, validate, and monitor program/service activity.
Preferred Education, Experience, and Skills • Advanced knowledge of HR policies, procedures, best practices, and theoretical bases, all demonstrated by the ability to apply and interpret a variety of interrelated policies, procedures/programs for clients and address clients' non-routine issues. • Ability to effectively communicate/advise/collaborate with clients to resolve difficult issues in assigned HR area(s). • Ability to apply knowledge and understanding of client's organizational culture, issues, and work relationships to address HR situations. • Ability to logically analyze, determine root cause, and document an appropriate course of action to address complex operational and/or programmatic issues in assigned HR area(s). • Ability to promote and market assigned area(s), persuades clients of the needs, and create beneficial outcomes of the HR role. • Ability to apply ongoing constructive feedback and convey sensitive information or decisions to clients regardless of the risks involved.
