The Harrisonburg Rockingham Community Services Board is recruiting for a full-time, salaried Information Technology (IT) Manager. The position provides leadership in a cohesive and supportive environment for an existing strong and experienced IT staff. The position requires considerable accuracy, project management, planning and problem-solving skills, independent judgement, and an understanding of confidentiality regulations. A thorough knowledge of computer-based operations, including network design and administration in a Microsoft Windows Active Directory Domain is required, as well as thorough knowledge of Windows operation systems and ability to script in these environments. The position requires knowledge of network design and administrative, network security, database management and data extraction, and server virtualization technology. The incumbent will need strong communication skills to work effectively with HRCSB staff with varying degrees of technical proficiency in a positive proactive manner. Experience and demonstrated success in project management and managing teams. Experience with Linux systems and a healthcare setting is strongly preferred. The position requires a B.S. in computer science or information systems, or related area plus two years' experience in technical/support operations, preferably in a public and/or health care agency; OR any equivalent combination of experience and training which provides the required knowledge, skills, and abilities. Supervisory experience required and experience with electronic health records preferred. General Statement of Duties: IT Manager is responsible for the oversight, planning, technical assistance, and coordination 
of the CSB's management information systems, with the primary goal of maximizing agency efficiency as a behavioral health provider. Works closely with CSB management team and supervisors to identify agency requirements and design a computer-based system to assist in meeting these requirements. Provides primary point of contact and management of agency electronic health record system and Enterprise ERP system. Oversees data collecting and reporting internally and to external stakeholders. Works with agency's management team to ensure that the agency is positioned to respond to changing healthcare environment and related information system requirements. Provides leadership and direction to other IT staff and manages workflow of the department. Works under the supervision of the Director of Administrative Services.
This position is classified exempt under the Fair Labor Standards Act.
Distinguishing Features of Work: The incumbent utilizes excellent technical knowledge of computer-based operations and related functions to design and implement management information systems for the agency. Position requires considerable accuracy, project management, planning, problem-solving skills, independent judgment, and confidentiality. Incumbent needs strong interpersonal and communication skills to work effectively with a variety of staff with varying degrees of technical proficiency.
Major Essential Functions and Responsibilities: Coordinates technology applications to support and improve administrative and clinical operations:
Serves as Systems Manager to plan and coordinate network administration, configuration, and security; Coordinates and manages the maintenance and support of all CSB computer hardware and software including the electronic health record; Ensures that current software systems remains functional enabling the CSB to effectively deliver services, collect, report and analyze reimbursement and data and respond to external requirements; Oversees the Agency electronic health record system and enterprise ERP for agency use. Stays informed and up-to-date on current healthcare initiatives, resulting impact, and required adjustments to agency information systems. Works to ensure that the agency is aware and compliant with HIPAA security regulations;·  Develops and maintains up-to-date requisite Information Systems documentation; Coordinates effective, efficient, and user friendly automated systems and data collection methods;  Plans, schedules, and directs the preparation of computer programs to process data and generate reports; Provides supervision to IT staff, including effective management, communication, team and individual development and performance management;  Creates a culture of Customer Service, maintaining effective relationships with coworkers and customers based on courtesy, compassion, and respect; Makes effective use of available technology, including computers, e-mail, and voice mail in order to enhance customer service; Uses expertise in project management to further agency IT requirements and strategies; Oversees required reporting to State and other external stakeholders. Produces standardized internal reports in an accurate and timely fashion, external reports in compliance with requirements, and ad-hoc reports for CSB management and users; Develops information system policies and procedures; As appropriate, participates in state-wide data management and information systems committees, work groups and initiatives; Provides technical support to the operation and maintenance of the CSB's essential information systems; Coordinates support for staff users needing technical assistance on assigned systems; Provides a high level of internal service and coordination with clinical programs and administrative areas; Serves as IT Security Officer for all CSB locations;  Develops and implements procedures and technical safeguards to protect against reasonably anticipated threats or hazards to the security and integrity of protected health information created, stored, or transmitted by the agency's computerized information systems; Assures compliance with agency policies and regulatory requirements; Responsible for special projects and other duties as assigned, consistent with established policies and procedures. Required Knowledge, Skills, and Abilities: Thorough knowledge of computer-based operations, including network design and administration in a Microsoft Windows Active Directory Domain in a mixed Windows/Unix environment. Thorough knowledge of Windows operation systems. Thorough knowledge of Internet and Intranet client-server technologies. Knowledge of and capacity for network design and administration including configuration of switches, routers, and firewalls. Knowledge of server virtualization technology including configuration and administration. Experience and demonstrated success in project management, including leading teams.
An understanding of databases and data extraction tools and methods. Experience in Linux systems, scripting and/or programming skill is strongly preferred. Ability to manage an agency-wide integrated Electronic Health Record that meets requisite criteria of the CSB, Department of Behavioral Health and Developmental Services (DBHDS) and other entities. Knowledge of health care systems and the ability to understand complex system/user needs in system design is preferred. Ability to manage projects, process data, and generate reports. Ability to provide leadership, direction and management of a staff. Commitment to internal service, excellent interpersonal and teamwork skills, good judgment, attention to detail, dependability and efficiency. Minimum Experience and Education: B.S. in computer science or information systems, or related area plus two years' experience in technical/support operations, preferably in a public and/or health care agency; OR any equivalent combination of experience and training which provides the required knowledge, skills, and abilities. Supervisory experience required and experience with electronic health records preferred.
Other Information: Equipment: PC and other designated computer hardware and software; telephone and copier.
Work Environment: General office environment with normal lighting levels, temperature ranges, air quality, ventilation, and noise levels.
Work Location: CSB facilities located in Harrisonburg, Virginia.
Work Hazards: Minimal hazards associated with human service environment.
Work Schedule: Regular office hours Monday through Friday; additional hours as needed to perform job requirements.
