Join the Minnesota Department of Health (MDH) in the meaningful work of evaluating the prevention efforts of sex and labor trafficking in Minnesota. The Violence Prevention Programs Unit (VPPU) of the Health Promotion and Chronic Disease (HPCD) division seeks a Research Analysis Specialist Senior to be a Human Trafficking Prevention Program Evaluator. This position will support the Human Trafficking Prevention Programs by conducting evaluation activities in collaboration with internal and external partners, and further assess how and what we are doing, and identify opportunities for improvement that ultimately leads to reduction in human trafficking and mitigates the harm of human trafficking for survivors.
Responsibilities of the role include but are not limited to:
• Developing logic models, data collection tools such as questionnaires, and evaluation plans
• Engaging stakeholders
• Designing evaluations and conducting evaluation analyses
• Managing Human Trafficking grantee database and providing training /technical assistance for database users
• Reporting conclusions to leadership, partners, stakeholders, the public
Work may be conducted in person in St. Paul or as telework for applicants who reside in Minnesota, Iowa, North Dakota, South Dakota, and Wisconsin, based on the business needs of the unit and supervisor discretion. Position location will be determined by the top candidate and will be based out of the closest Minnesota Department of Health district office location. Qualifications Minimum Qualifications

Three years of experience providing support in health-related data management and analysis.
Experience that includes two or more of the following:
• Conducting or designing data-related projects
• Database management or maintenance
• Programmatic evaluation
A degree in public health, community health, environmental health, epidemiology, social work, psychology, or related field may count towards professional experience as follows:
• Bachelor's = 12 months
• Master's = 18 months
• Doctoral = 24 months
Knowledge and abilities to be assessed at interview:
• Ability to conduct multi-methods evaluation, foundational evaluation, process evaluation and impact evaluation.
• Knowledge of and skill in working with database management, development, and analysis
• Communications skills sufficient to effectively build and sustain relationships with internal and external stakeholders and write, edit, and organize material from diverse sources to prepare comprehensive documents such as technical reports, procedures, correspondence, and planning documents.
• Ability to work independently and adapt to organizational and program changes sufficient to work constructively under pressure and cope with ambiguity.
• Knowledge of trauma-informed and culturally-resonate evaluation practices.
• Knowledge of Tribal sovereignty and implications for data collection, sharing, and dissemination. Preferred Qualifications
• Advanced degree in public health, community health, environmental health, epidemiology, social work, psychology, or related field.
• Experience in evaluation design, theory and analysis methodology including epidemiologic study design and analysis.
• Experience working in human trafficking prevention and with issues related to violence status indicators and their utilization in program planning and evaluation.
• Knowledge of Minnesota's state and local public health system, including goals of health equity, racial equity, and social justice.
• Experience with community based or participatory evaluation methods and Indigenous evaluation methodology.
• An understanding of the CDC framework for program evaluation in public health.
• Experience contributing to grant applications and proposals.
• Experience designing and leading evaluation development and implementation in collaboration with partners. Additional Requirements

• This employment does not require a valid driver's license, but it does demand occasional travel, which the candidate will be responsible for meeting.
