WHAT IS THE HCO-HUMAN CAPITAL OFFICEDIVISION?

The following are the duties of this position at the full working level. Incumbent analyzes and evaluates a wide range of complex IRS wide functional requirements, objectives, operating methods, and new and proposed regulatory guidelines to develop Service wide programs for the
assigned area(s). Incumbent develops and delivers annual Service wide Plans for assigned special emphasis program(s), including but not limited to, recruitment, hiring, retention, and outreach. Incumbent leads efforts to implement innovative and proactive corporate strategies to reach, engage, and retain individuals through the special emphasis program(s) assigned. This includes partnering with
stakeholders to understand customer needs and historical challenges to develop and implement innovative
recruitment strategies, retention solutions, and participation monitoring. Incumbent oversees all corporate outreach efforts for assigned special emphasis program(s), establishing relationships at a national level, developing standard outreach materials and communication, and
facilitating relationship building by the Hiring Operations at the local level. Incumbent creates innovative Service wide frameworks for special emphasis program(s) and delivers internal promotion campaigns to increase Service wide use of assigned program(s). Regularly conducts
outreach to hiring managers.
Help Requirements Conditions of Employment Telework Eligible Positions: Telework eligible positions do not guarantee telework. This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. Qualifications Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-14 LEVEL:
To be minimally qualified for this position, you must have at least one (1) year of specialized experience equivalent to the next lower grade level (GS-13) in the normal line of progression in the federal service. Specialized experience includes: Experience utilizing the concepts, principles, practices, laws, and regulations of HR recruitment and placement; experience with consultative skills sufficient to serve as an authority including providing advice, policy interpretations, formal guidance, and/or training, and developing hiring solutions/interventions on complex service-wide recruitment and placement programs and issues. Experience with strategic recruitment techniques, methods, and procedures in order to develop strategic program plans. Experience utilizing automated personnel and business process systems; developing, interpreting, and analyzing data extracts and reports from automated HR databases and/or developing efficient and effective automated systems approaches for presenting HR reports and graphics for management. Experience with analytical skills to review conflicting or ambiguous information and complex hiring issues. Experience evaluating programs and/or initiatives, identifying program needs and requirements, and conducting reviews, special studies, projects, or surveys to resolve complex and difficult problems and issues.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. The salary range indicated in this announcement reflects the minimum locality pay up to maximum locality pay for all duty locations listed. The range will be adjusted for selected duty location. General Schedule locality pay tables may be found under Salaries & Wages. This is a non-bargaining unit position. Tour of Duty: Monday-Friday 8:00am-4:30pm Alternative work schedule, staggered work hours or telework may be available. In the event that a building is closed due to rent management, new hires may be placed in a local commuting location.
