Posting Identification Number 36954 Position Overview The Division of Mental health is seeking to hire a dynamic, detail-oriented Human Resources Director for the Madden Mental Health Center located in Hines, Illinois. This role includes p roviding managerial direction for the human resources program including personnel, transactions, classifications, labor relations, insurance and retirement programs. Plans, directs and coordinates personnel functions for the facility. Administers and enforces the Department of Central Management Services (CMS) Personnel Code by monitoring and reviewing employee personnel transactions including but not limited to hiring, salary adjustments, promotions, transfers, demotions, separations, suspensions and discharges. An ideal candidate will ensure that management focuses on providing a positive and productive work environment for all employees.
Job Responsibilities Serves as the Human Resources Director at Madden Mental Health Center.  Serves as facility-wide Labor Relations administrator, including bargaining units. Serves as full-line supervisor. Administers the Classifications plan for the facility. Directs implementation of employee benefit programs pursuant to CMS Rules, State Retirement System, State Group Insurance Act, Deferred Compensation Program, Upward Mobility and other applicable laws and regulatory documents. Provides advice, consultation, interpretation and assistance to current and former employees and management relating to human resource programs including benefit plans, testing, collective bargaining contracts and Personnel Rules. Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above. Minimum Qualifications Requires knowledge, skill and mental development equivalent to completion of four (4) years of college. Requires three (3) years progressively responsible human resources administrative experience in a public or business organization. Preferred Qualifications Two (2) years of professional experience working with human resources rules, regulations and procedures. Two (2) years of professional experience working with multiple collective bargaining agreements. Three (3) years of professional supervisory experience, preferably five (5) years, supervising paraprofessional and professional staff including assigning work, providing guidance to subordinates, recommending counseling and/or discipline following collective bargaining agreements, training staff and approving time off. Three (3) years of professional experience providing advice and counsel to employees and senior leaders regarding personnel issues. Three (3) year of professional experience meeting deadlines with strong attention to detail and the ability to utilize critical thinking skills while multi-tasking multiple projects. Two (2) years of professional experience communicating with both internal and external stakeholders orally and in writing daily ensuring detailed and critical analysis of work performed. Three (3) years of professional personnel experience in a private or public organization maintaining confidentiality and handling sensitive information with professionalism. Master's degree in Human Resources or Business Administration. Human Resources Certification Institute (HRCI) or Society for Human Resources Management (SHRM) Certification. Conditions of Employment Requires the ability to become certified as an interviewer. Requires the ability to utilize office equipment, including personal computers, Microsoft Office Suite, Microsoft Word and Excel software programs. Requires ability to pass the IDHS background check.
