We anticipate 1 - 2 days/week in the office. **Please note - equipment provisioning and certain onboarding tasks will take place in person, in our Denver office, on the first day of employment.**
The Colorado Department of Early Childhood (CDEC) ensures the delivery of a comprehensive, community-informed, data-driven, high-quality, and equitable early childhood system that supports the care, education and well-being of all Colorado's young children, their families and early childhood professionals in all settings. CDEC provides access to collaborative, coordinated, quality early childhood programs and support to children, families, and early care professionals in an effort to best prepare Coloradans for future success. CDEC works with many partners, including parents, schools, child care providers, Early Childhood Councils, counties, Community Centered Boards, early intervention service providers, family resources centers, county human services, county public health, businesses, community organizations, and other stakeholders to provide high-quality early childhood and family support programs.
The Human Resources Section within the People Operations Division exists to provide the full range of human resource services used to attract, develop, engage, and retain the competent and productive talent needed to deliver the Department's business. Functions include: recruitment/selection, job evaluation, and pay and benefits administration, absence management, workforce planning, performance management, employee relations, dispute resolution, employee and organizational development, compliance with personnel rule and employment law, consultation and guidance to managers and employees, maintenance of official position and employee files, and HR metrics reporting. Description of Job
This position provides technical HR support to process transactions, provide customer service, maintain database systems, records management, implement personnel rules and participate in the development/modification of departmental HR plans and programs. Position completes technical actions, such as maintaining database systems, records management, implementing personnel rules, tracking leave to include entering leave without pay and adjusting leave balances as necessary, in collaboration with the Leave Administrator. Position will enter and aid in the performance management system, employee time and leave tracking, workflow approval system, and providing customer service to our employees by answering questions and providing appropriate information as requested. Position also provides administrative and clerical office support, supports the HR team with administrative requests. This position is focused on records management, position and personnel actions processing, and system security access. This position will be subject matter expert for assigned HRIS systems, and the point of contact for reporting and additional HR data analytics. This position will also be the first point of contact for new employee onboarding facilitating new hire paperwork and employment verification.
This position requires a high level of professionalism and confidentiality as well as excellent customer service. This position may participate in researching and analyzing organizational policies to help inform decisions. This position may also participate in special HR projects and initiatives to achieve the HR Division's priorities, and objectives. Minimum Qualifications

Four years of technical support or high level clerical experience. (This work experience must be clearly described, in your own words, in the work history section of your application to meet this requirement.) Any work experience less than full time will be prorated.
OR
A bachelor's degree from an accredited college or university with a degree in Business Administration, Communications, Human Resources, Sociology, or another field of study closely related to the duties of this position. High-level technical support includes tasks such as tracking data and projects, responding to internal and external requests for information, reading and interpreting policies and procedures, tracking and monitoring a budget for accuracy, working with a variety of computer applications and software packages, scheduling appointments and meetings, and providing a high level of customer service. Preferred Qualifications State of Colorado experience related to the duties of this position 6 months or more performing technical HR functions as your primary assignment (can be related to recruiting, benefits, leave, etc.) Advanced knowledge and proven work experience in Google Applications (Drive, Sheets, Docs, and Forms) and Microsoft Office (Excel, Word, PowerPoint). HRIS experience to include processing actions, data entry and running analytics and reports Progressive experience working in a fast-paced customer-oriented environment with a focus on delivering a high level of customer service. Proven experience monitoring work, checking for errors, and verifying accuracy. Knowledge and experience researching and compiling statistics, data measurements and preparing reliable reports in a logical and concise format. Ability to work under tight deadlines and be adaptable to changing assignments Proven ability to analyze information and select the best course of action. CONDITIONS OF EMPLOYMENT Applicants must pass a thorough background check prior to employment.
