CLASSIFICATION PURPOSE
The primary purpose of the Human Resources Administrator position is to supervise, review and assign work; to provide technical assistance to assigned agencies and staff, and to ensure departments and agencies comply with rules, regulations, laws, collective bargaining agreements, and applicable Ohio Revised Code (ORC) sections. JOB DUTIES Supervise assigned human resources staff. Direct, coordinate, monitor, and review human resources operations for County Commissioner agencies (e.g., recruitment; labor relations; collective bargaining agreements; classification and compensation; personnel actions; employee orientation and training programs; background checks; FMLA; ADA; EAP; investigations; records management, disciplinary and separation hearings, and unemployment claims). Provide guidance and assistance in technical areas that pertain to personnel matters or problems. Perform liaison duties (e.g., interpret civil service laws, rules and regulations regarding personnel administration.) Assist in the oversight of the EEO and/or affirmative action, diversity and inclusion plans and statistical data for all agencies reporting to the County Commissioners. Oversee the processing of paperwork (e.g., FMLA forms, performance reviews, new hire packets, payroll change forms, audit reviews, etc.) Provide assistance to Commissioners' agencies in the following areas: contract interpretation, interpretation of the ORC; the delivery of disciplinary hearing decisions; position description alteration; investigations, and job audits. Participate in labor management meetings and other human resources meetings or committees, as assigned. Prepare correspondence, memos, documents, reports, classification and compensation information, civil rights information, etc. Assist with budgetary issues, as needed. Serve as Human Resources representative in internal/external interviews, as needed. Participate in ongoing training in personnel, labor relations/collective bargaining, human resources development, EEO, and other related areas in order to maintain current knowledge and learn of changes in relevant policies, procedures, and laws. Maintain regular and predictable attendance. These duties are illustrative only and you may perform some or all of these duties or other job-related duties as assigned. Ability to prepare meaningful, concise & accurate reports · use proper methods in gathering data · prepare and deliver speeches before specialized audiences · define problems, collect data, establish facts and draw valid conclusions · gather, analyze, and present complex sets of data · identify trends in data, assimilate complex and abstract data and produce a simplified explanation and action plan · understand business procedures, some technical in nature · handle sensitive inquiries from and contacts with staff, officials and general public · cooperate with staff and stakeholders on projects · recognize unusual or threatening conditions and take appropriate action · deal with many variables and determine specific action · establish friendly atmosphere as supervisor · resolve concerns from citizens and/or Elected Officials. MINIMUM CLASS QUALIFICATIONS FOR EMPLOYMENT
Bachelor's degree in Human Resources or related field with five (5) years of human resources experience, or any equivalent combination of training and experience. ADDITIONAL REQUIREMENTS
Must possess a valid Ohio driver's license. SUPERVISORY RESPONSIBILITIES

UNUSUAL WORKING CONDITIONS While performing the duties of this job, the employee is regularly required to stand, walk, sit, drive, use hands to finger, handle, grab, restrain, feel, reach with hands and arms, talk, and hear. The employee is exposed to, must negotiate, use, or work with or in the vicinity of portable fire extinguishers, mechanical handling equipment, the manner in which things are stored, and housekeeping, and moving trucks and vehicles. FLSA Non-Exempt from Overtime
COMPENSATION $28.00 - $33.00 / hour
