APPOINTMENT TYPE: Full-Time Regular (FTR) LOCATION: Oak Ridge, TN or Hybrid (Partial telework available) SALARY RANGE: $23.37 to $31.12 an hour Telework: Partial telework is available (Working from home 2-3 days a week and in office 2-3 days a week). This position will be required to work in the office in Oak Ridge, TN. PURPOSE: Under general supervision, processes employee information and maintains employee records within the Human Resource Information System (HRIS). Prepares statistical summaries and reports from HRIS involving payroll information, performance management, and other employee data and requests.
Administrator Oracle HR application, including the HR database Assist in the development, implementation, and maintenance of specially designed HRIS to obtain, record, and process employee information. Recommends and implements with approval, plans for improvements, enhancements, and new applications to the system. Offers retrieval ability to produce employee information for analysis and decision making, statistical data, and other employee-related reports as required. Maintains, develops, and revises all manuals, tables, code lists, and documentation. Makes necessary data fixes and performs technical set-ups, and reviews and validates data. Sustains all internal files and tables. May support several Oracle applications such as Core Human Resources (HR), Oracle Advanced Benefits (OAB), and Employee Self-Service. Oracle Records Management Process status changes, salary changes and other updates to the personnel system in Oracle HR. Update Oracle tables (Lookup tables, table structure, cities, and special information types). Update Oracle Advanced Benefits when a qualifying life event occurs, send communications to employees to notify them of open life events and work with employees on benefit selections in system, if needed. Maintain Oracle tables that include location, grade, jobs, Service Contract Act (SCA), and Certificate of Coverage (COCS), etc., Process self-service workflow (approve, reject, delegate and request information). Provide Oracle user training (Employee Self-Service/Core HR). Process reduced work weeks and coordinate with Employee Relations and Partnerships (ERP), and Compensation and Benefits for the impacted employee. Assist with Year-end organizational changes. Review the Reduction in Force (RIF) payment and process RIF's if needed. Create and run monthly, ad hoc, and data call reports for company and outside agencies Oracle Business Intelligence (OBI) reports (Cyber Security, Employee Participant, I-9 destruction report). Run HR Monthly Reports. Run reports as needed for Adjusted Service dates and Reduction in Force calculations for HR management, Payroll, managers, and employees. Run K-Bace Kube Manager (KBX) reports weekly for benefits. Serve on the Oracle Business Intelligence Enterprise Edition (OBIEE) user group team. New Hires Complete new hire early entry, employee data, salary, assignments, demographics, and OAB. Complete employee record entry and paperwork, OAB benefits, self-service, contacts, education, and data validation. Runs OBIEE new hire reports for employee files. Coordination with Payroll and programs on former non-employee participants. Oracle Advanced Benefits (OAB) Resolves issues and troubleshoots user errors in Oracle. Serves as a testing resource for Information Technology Services (ITS) on-Oracle HR Maintenance and other patches to identify issues and resolutions. Create life events in OAB. Performs other duties as assigned and requested Verification of employment Freedom of Information Act (FOIA) and Energy Employees Occupational Illness Compensation Program Act (EEOICPA) requests Filing Assisting investigators Records Inventory and Disposition Schedules (RIDS) Primary contact for I-9 data entry and determines destruction date Preserves the integrity, confidentially, security and maintenance of all I-9's. Process and reviews incoming I-9's. Document I-9 changes, name changes and separations. Conducts audits. Bachelor's degree in human resources or related field and 0 to 2 years of Human Resources experience. An equivalent combination of education and experience requiring similar knowledge, skills, abilities and performing duties as described may be substituted for the minimum requirements.
Experience with large relational databases and tables, including writing reports for those databases is required. Ability to utilize a wide range of software tools, including MS Excel, OBIEE, and Oracle Autonomous Data Warehouse (ADE) to meet HR, Oak Ridge Associated Universities (ORAU), Department of Energy (DOE) and Equal Employment Office requirements. Extensive knowledge of Oracle HR systems and interaction with payroll systems highly preferred. Knowledge and experience with Oracle HR and OBIEE at the functional and technical level (above end user) preferred. Knowledge of ORAU's HR procedures and policies preferred. *The candidate's starting salary will be determined upon hire and ORAU will use salary survey data, internal comparators, and the candidate's qualifications to determine salary.
