OSAHS works closely with other divisions of HRA and with other governmental and non-governmental service providers to create new programs and to integrate and refine existing services so that clients experiencing homelessness can move into safe, affordable housing that best supports their stability and integration in the community. Program areas under OSAHS' purview include the design and implementation of the Mayor's 15,000-unit supportive housing commitment, affordable housing for former homeless households, providing support services for former homeless seniors and developing innovative housing models to house in need individuals and families. OSAHS supports and coordinates the development of affordable and supportive housing, provides referrals to and services in supportive, senior affordable housing and other related affordable and supportive housing initiatives. Under general direction of the Director of Contracts, the Housing Finance Analyst in HRA's Office of Supportive/Affordable Housing (OSAHS) is responsible for the management of a pipeline of affordable housing projects (both acquisition projects and master leased projects), as well as future initiatives that require housing finance expertise. This Analyst will work with affordable housing developers, financial sector partners, and the DHS Office of Rehousing Policy to identify and implement affordable housing projects, and to expand housing opportunities for DHS clients. This analyst maintains consistent relationships between DHS, housing providers, and other divisions of HRA which assist DHS clients in locating and securing permanent housing. This Housing Finance Analyst will work collaboratively with the Assistant Deputy Commissioner for Housing and Program Planning in assisting the Division in expanding additional housing opportunities for DHS clients. This position will involve collaborating with not for-profit-providers and various stakeholders within DSS. This position is not client oriented. The Office of Affordable/Supportive Housing and Services is recruiting for one (1) Administrative Housing Development Specialist, NM-I to function as Housing Finance Analyst who will support the portfolio of existing and expanding affordable housing programs that are all managed by OSAHS. Under the supervision of the Director of Contract Budgets, the Housing Finance Analyst will: Review new DSS affordable housing/master lease projects, evaluates budgets, and coordinates with DHS partners as new projects come into the OSAHS portfolio. Ensure provider and OSAHS staff understand basic financial obligations of each site to support strong start-up for new sites. Create new financial models to project program costs and to facilitate project analysis. Monitor the affordable housing/master lease portfolio with focus on analyzing financial health of existing contracts and sites, flagging patterns of expenses and payments related to broader financial obligation of the project, and making recommendations to HRA leadership to support nonprofit provider and program to best operate per regulatory and contract requirements. This position will be responsible for identifying any major financial/building issues that may jeopardize the project and will work with both HRA and DHS teams to problem solve accordingly. Serve as an on-going liaison and coordinates meetings between the Agency and property managers; respond to various stakeholders via phone and email. Support and participate in presentations to educate specific Community Based organizations, housing developers and other concerned parties on the benefits of the Master lease program, document policy and analysis. Generate reports and data as requested by Director. Participate on committees to review proposals submitted in response to RFPs procured through HRA, with special focus on services in supportive and affordable housing. Perform other related duties as directed by Director of Contracts. Minimum Qualifications 1. A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in the development, design, construction, appraisal, financing, negotiation or disposition of real estate or in real estate law, or in urban planning, design or renewal, or analytical or coordination work related to housing programs; at least 18 months must have been in an executive, administrative or managerial capacity or supervising professional personnel performing work in the fields noted above; or 2. Education and/or experience which is equivalent to "1" above. Graduate study in the field of urban studies, city planning, business or public administration, finance, architecture, engineering or other related fields may be substituted for up to one year of the required experience on the basis of 30 credits equaling one year of experience. Graduation from an accredited law school may be substituted for one year of the required experience. However, all candidates must have three years of work experience including at least 18 months of executive, administrative, managerial or supervisory experience as described in "1" above.
