POSITION SUMMARY : The Housing Advocacy Manager is responsible to enhance the capacity of PCADV to support and provide Housing Services funding and guidance for programs and various allied professionals we serve. In furtherance of that goal, the Manager will collaborate with PCADV staff, staff of the network of PCADV programs and various allied professionals to facilitate improved service delivery; create cross-training opportunities; and build alliances. These collaborations aim to promote policies and systems' responses that prioritize victim safety and offender accountability and establish PCADV and its network of community-based programs as leaders in the movement to end violence against women. In order to build internal and external network capacity, the Manager will grow and develop funding streams, provide technical assistance, best practice research and analysis, training and resources to meet the needs of domestic violence program advocates and other victims' services and allied professionals on a broad array of related issues, including without limitation issues comprehensively referred to as economic justice, the impact of family violence on children, the elderly and individuals with disabilities, and access to healthcare.
SUPERVISORY RESPONSIBILITIES : This position has supervisory responsibilities.
ESSENTIAL DUTIES AND RESPONSIBILITIES :
Training, Technical Assistance and Resource Development: Develop and enhance funding streams for Housing Programs through community, network, public and private funders and all related prospect services with a vested interest in supporting victim programs. Collaborate with Program Services Department managers and staff and other PCADV staff to develop and implement an annual Training and Technical Assistance Plan for program advocates and other allied professionals. Align and inform plan with PCADV's strategic plan, state and national emerging issues, best practices and the needs of PCADV constituents. Participate in the collection and analysis of data pertaining to the delivery of housing funding and grants, using the data to ensure PCADV services are responsive to the needs of our constituents; participate in the development and administration of evaluations of training events and collect and analyze responses in order to strengthen future training. Building and Sustaining Partnerships Build mutually positive and supportive relationships with the leadership and staff of PCADV member and subcontractor programs and take every opportunity to learn about and promote the programs' contributions to ending domestic and intimate partner violence Collaborate with internal and external colleagues and allies in the development of community partnerships to enhance the delivery of comprehensive services to victims of domestic violence and their children. Contribute to the development and maintenance of quality working relationships with state and local government agencies and to serve as a representative of PCADV in these arenas. Network with allied professionals to facilitate the development and implementation of improved service delivery; create cross-training opportunities; and build alliances for the promotion of policies and systems' responses that prioritize victim safety and offender accountability and establish PCADV and its network of community-based programs as leaders in the movement to end violence against women. Support an advocacy system for victims of domestic violence throughout Pennsylvania. Facilitate networking among domestic violence advocates for mutual support, problem solving and capacity building. Fiduciary Responsibilities Effectively manage the assigned department budget as well as utilization of grants following all established policies, practices and procedures as issued by grantors and the Finance department of PCADV. Ensure that the goals, objectives and activities set forth in the PCADV strategic plan and staff work plans are carried out in a manner that is in compliance with project timelines and fiduciary responsibilities. Identify opportunities for cost-savings and meeting the needs of constituent audiences with responsible allocation of resources and utilization of electronic communications and training opportunities. Responsibilities To the Organization Attend, participate and assist in the convening of attorneys' and advocates' meetings, workshops, education seminars and meetings of committees of the PCADV Board of Directors and its Membership, as assigned. Serve as a resource to all PCADV staff in the development and provision of their own training activities. Collaborate with PCADV staff to ensure that the organization's programmatic and fiscal reports are submitted to funders in an accurate and timely manner. Work cooperatively with staff to provide training and technical assistance on additional topics not within the Training Specialist's primary areas of assignment. Attend Department and team meetings, PCADV staff meetings and in-service trainings. Contribute to discussions and analysis of issues to advance PCADV's mission to end intimate partner violence and all forms of violence against women. Additional Responsibilities Support the work of the various committees of the Board of Directors, Membership and staff of PCADV as assigned. Perform other duties as assigned. All duties performed on an ongoing basis. Education and/or Experience Bachelor's degree with two years recent relevant experience , five years recent relevant experience OR relevant combination of experience and education is required. Prior experience working in a domestic violence program and specific experience with Rapid Rehousing, or other HUD Continuum of Care and/or Emergency Services Grant programs, Public Housing Authorities and Low-Income Tax Credit development strongly preferred.
Other Qualifications Demonstrated knowledge of domestic violence, an understanding of related issues and a commitment to ending violence against women. Knowledge and understanding of the criminal justice system, including law enforcement, prosecution, victim rights, and domestic violence law and practice. Experience in providing technical assistance including assessment of need, development and delivery of consultation, coalition/network-building as well as follow-up and evaluation. Experience developing and implementing training programs and materials. Experience in social justice, systems advocacy and social change work; a minimum of three years experience working in a related field. Demonstrated team building, problem-solving and organization skills. Understanding of issues of cultural diversity as they apply to domestic violence prevention, intervention and services. Reasoning/Social/Psychological/Other Skills And Abilities Demonstrated problem solving, creative/analytical thinking and organization skills; ability to facilitate critical thinking processes. Ability to develop and maintain cooperative relations with a diversity of individuals, organizations and government agencies. Understanding of and willingness to learn advocacy-based analysis of both the uses and limitations of research on domestic violence. Demonstrated ability to manage time, evaluate progress, and adjust activities to complete work within established time frames; ability to effectively handle multiple tasks at one time. Ability to work independently as well as collaboratively. Communication Skills Strong writing skills, including issue analysis, with expectation of assistance in developing final product. Strong verbal presentation skills and the ability to communicate with a wide variety of people and audiences. Experience with meeting facilitation, training and public speaking. Ability to communicate effectively on the telephone. Computer Skills Proficiency with computers, Macintosh preferred. Demonstrated competencies working with Word processing software, email, Internet, and presentation software required. Experience with e-Learning/distance learning methods desirable. Willingness to learn and apply electronic technologies in accomplishing work tasks. Experience working with computer databases and legal research systems preferred. Other Requirements Access to reliable transportation; willingness and ability to travel locally and statewide; occasional overnight travel required. A commitment to the goals and philosophies of PCADV is required. Ability to maintain confidentiality. Ability and willingness to work cooperatively with a diverse group of people. Demonstrated knowledge of domestic violence, and a commitment to ending violence against women. Demonstrated understanding of issues of cultural and socioeconomic diversity as they apply to domestic violence prevention, intervention, and services and the intersectionality of institutionalized systems of oppression and domestic violence. LOCATION Residence in the state of Pennsylvania is preferred but strong candidates who are in bordering states (New Jersey, New York, Ohio, West Virginia, Maryland & Delaware) and are willing/able to travel in Pennsylvania will be considered.
