Benton County Is Seeking Qualified Candidates to Fill a Position of Civil Engineer Technician (Entry Level) or Civil Engineering Technician - Senior.

Candidates Who Meet the Minimum Qualifications Are Encouraged to Apply Regardless of Skill or Experience Level.

Desired Qualifications: Experience with CAD Software, AutoCAD Civil 3D, is preferred, but MicroStation experience will be considered.

Civil Engineer Technician (Entry Level) - (Grade 7):

The minimum salary for this position is $26.90 per hour, which may vary based on years of similar experience and qualifications. The position offers a career wage potential of $36.90 per hour.

Civil Engineering Technician - Senior - (Grade 9):

Pay is dependent on preferred qualifications and experience; this position has a career potential of $41.07 per hour.

Recruitment efforts for this position will continue until the role has been successfully filled.
POSITION SUMMARY:
Provides Civil Engineering assistance and support to the Highway/Public Works Department by drafting road construction plans, performing surveying activities for road and bridge construction projects, inspecting road and bridge construction projects, and testing the various construction materials for compliance with specifications.

The Civil Engineering Technician-Senior level position will inspect in-service bridges for compliance with the National Bridge Inspection Standards.
WORK LOCATION:
The work location for this position is in Benton County in the City of Foley Minnesota. Candidates will be required to physically report to their work location each scheduled day.

Work is performed both in the office and in the field.

Civil Engineer Technician - Entry Level
Duties and Responsibilities
Essential Functions
A.

Assists with planning, development and implementation of highway design and construction projects.
A.1.

Performs staking, surveying, drafting, and design work ensuring compliance with federal, state, and local requirements.
A.2.

Performs inspection of construction projects.
A.3.

Performs computer-aided design and specifications.
A.4.

Performs engineering computations and engineering estimates.
A.5.

Coordinates projects with federal, state, and local entities and jurisdictions.
A.6.

Inspects and documents construction activities, quantities, and material quality.
A.7.

Performs compliance tests for soils, aggregates, bituminous, concrete, etc.
A.8.

Monitors and inspects projects' progress and methods ensuring specifications are met and local, state, and federal guidelines, standards and laws are followed.
A.9.

Prepares final records and closes out contracts on construction projects.
A.10.

Assists with construction project management.
B.

Assists with MPCA MS4 annual inspections and permit requirements.
C.

Operates GPS and Survey systems.
D.

Creates construction plans.
E.

Performs utility locates, hydraulic surveys and identification of roadway markings.

Civil Engineering Technician - Senior
Additional Essential Functions
A.

Performs inspection of construction and bridge projects.
B.

Performs bridge safety inspections and bridge monitoring during flood events, acts as team leader as necessary.

Additional Functions

A.

Attends trainings as needed.

B.

Assists Assistant Engineer with training, scheduling, and providing work direction to Engineering Technician staff and seasonal staff.

C.

Assists in acquisition of right-of-way.

D.

Assists in the preparation of reports, letters, and other documents.

E.

Manages projects both preliminary and construction as assigned by the Assistant County Engineer.

F.

Performs other duties as assigned or apparent.

Civil Engineer Technician - Entry Level
Qualifications
Minimum Qualifications
A.

Associates Degree in civil engineering or related area; or
B.

Equivalent combination of education and experience.

Conditions of Employment
A.

Must possess a valid driver's license and be able to drive in the state of Minnesota.
B.

Must successfully complete a background check.
C.

Obtain and maintain certifications and licensures.
C.1.

Must obtain MNDOT certifications within one year of hire.
D.

Ability to travel within your daily work assignment.
E.

Ability to travel within Minnesota, including extended overnight stays.
F.

Ability to work extended, evening and weekend hours as needed.
G.

Must comply with organizational and departmental policies.
H.

Performs physical/mental demands of the work environment requirements for this position.
I.

Attendance during regularly scheduled work hours, and outside regular hours as necessary.
J.

Effective and respectful communication and interactions with other employees, supervisors, individuals from other organizations, and citizen customers.
K.

Must comply with data practices policies and standards relative to private data. Any access to private data should be strictly limited to accessing the data that are necessary to fulfill the employment responsibility. While data is being accessed, employee should take reasonable measures to ensure the private data is not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished the private data must be properly stored according to county policies and the Minnesota Statutes.

Civil Engineering Technician - Senior
Qualifications
Minimum Qualifications
A.

Two-year Associate/Technical Degree in civil engineering or related area; and
B.

Five years relevant work experience; or
C.

Equivalent combination of education and experience.

Additional Conditions of Employment -

Senior Level

C.

Obtain and maintain certifications and licensures.
C.1.

MNDOT Technical Certifications Required:
C.1.1.

Grading & Base Tester and Grading & Base Inspector Certifications.
C.1.2.

Aggregate Production Tester, Bituminous Street Inspector, Bituminous Plant Tester / Monitor.
C.1.3.

Concrete Field Tester and Concrete Field Inspector Certifications.
C.1.4.

Bridge Safety Inspection of In-service Bridges Certification within two years of hire.
C.1.5.

Bridge Construction Certification within two years of hire.
C.2.

Certifications from the Erosion & Stormwater Management Certification program through the U of M: Construction Installer, Construction Site Manager, SWPPP Design.

Civil Engineer Technician - Entry Level

Working knowledge of federal, state, and local laws, rules and regulations relating to highway construction.

The ability to communicate effectively, orally and in writing, and have strong positive public relations skills.

The ability to establish and maintain effective working relationships with others.

Ability to handle a variety of tasks under limited supervision with general autonomy in determining how objects are achieved.
E.

Ability to perform work requiring considerable analytical ability to select, evaluate and interpret data from several sources; interpretation of guidelines, policies and procedures is required.

Civil Engineer Technician - Entry Level
