The Oregon Health Authority
has a fantastic opportunity for an experienced policy and financial analyst to join an excellent team reviewing proposed health care mergers and acquisitions. This is a Full-Time, Limited Duration (up to 24 months), Management Non-Supervisory position with the Fiscal and Operations Division. The AA Salary Range for this position is between $6,901.00 to $10,161.00 per month.
What you will do!
The primary purpose of this position is to administer OHA's statutory charge to review proposed transactions involving health care entities through the Health Care Market Oversight Program and the CCO Form A review processes.
This position will be responsible for leading the coordination and ongoing administration of Form A transaction reviews involving Coordinated Care Organizations (CCOs) with Oregon's Health Care Market Oversight Program, which includes leading all material change transaction reviews involving a CCO. The Form A Review Lead will manage any vendor contracts and cross-agency relationships as well as serve as point person for initiating and supporting the Community Review Boards and other public outreach as needed for Form A reviews.
This position will coordinate analyses conducted by the Health Care Market Oversight Program's Research Analyst 4, Economist 3, and Operations and Policy Analyst 2, as well as coordinating with subject matter experts in the Office of Actuarial and Financial Analysis and across the agency to inform Form A reviews. The Form A Review Lead will be supported by legal counsel at the Department of Justice and subject matter experts outside the agency as needed.
The Form A Review Lead is a member of the Cost Team within the Office of Health Policy and will work closely with other policy and research analysts in Health Policy & Analytics, including the All Payer All Claims Program, the Hospital Reporting Program, and the Sustainable Health Care Cost Growth Target Program. This position will work collaboratively with analytic, policy, and program staff across OHA as well as other agencies, including the Department of Consumer and Business Services (DCBS) and Department of Justice (DOJ).
The Form A Review Lead is also responsible for assisting the Chief Financial Officer and Office of Actuarial and Financial Analytics (OAFA) Director in analyzing and developing policy related to Medicaid managed care entities' financial reporting and solvency and designing and implementing processes to track, report, and analyze financial data in support of financial accountability of OHA and contracted managed care entities.
This position conducts regular financial analysis, monitors trends, and advises OHA leadership on healthcare finance policy matters affecting Medicaid and other OHA programs, such as CCO financial oversight and performance against the CMS waiver requirements. This position works with internal partners and external stakeholders in assessing compliance with legal requirements relating to financial matters; leads the policy work related Oregon's Medicaid program; and acts as a spokesperson for OHA on healthcare finance issues.

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical and planning work.
OR;
Any combination of experience and education equivalent to eight years of experience that typically supports the knowledge and skills for the classification.
Required:
Technical expertise and experience with health care financing.
Experience producing written reports and materials for a variety of audiences.
Experience using the Microsoft Office suite of programs including Excel, Word, and PowerPoint.
Demonstrated experience at a leadership level communicating with a diverse group of stakeholders on complex topics.
Ability to consider viewpoints and needs expressed by these groups and make a good faith effort at communicating such to their counterparts.
Demonstrated ability to coordinate multiple competing priorities.
Experience and knowledge of Medicaid and Medicare programs and commercial insurance.
Preferred:
Experience or subject-matter expertise with health care transactions such mergers, acquisitions, and affiliations.
Experience with complex health care finance and accounting systems. Specifically with GAAP and Statutory accounting principles.
Experience with health care insurance financials.
Working knowledge of the legislative branch and legislative processes.
Graduate education in law, health sciences, economics, public health, social science, or public policy.
Knowledge of state and federal health policy.
Knowledge of health care industry consolidation and impacts of consolidation.
