The Civil and Criminal Programs Division (CCPD) is part of the Office of the State Court Administrator (OSCA) within the Oregon Judicial Department (OJD). CCPD develops, implements, manages, and evaluates civil and criminal programs for application in the state courts and for use by public and government stakeholders. Salary offers are made with consideration of the candidate's education and experience. Position Highlights CCPD, based in Salem, Oregon, is hiring a Behavioral Health Programs Analyst (Analyst 4).
In this role, you will provide analysis, coordination, and technical support to ensure that state court cases involving individuals with behavioral health challenges are handled in the most trauma-informed and efficient manner possible, consistent with state and federal law. You will analyze proposed legislation, policies, and practices to determine their potential impact on OJD, as well as lead the implementation of new laws, policies, and practices.
As a subject matter expert, you will be a resource for judges, trial court administrators, and court staff by assessing and developing court business processes, researching best practices, and providing guidance and training. You will create forms, webinars, guides, and bench books. You will also provide administrative and analytical support to a variety of committees and workgroups, including the Chief Justice's Behavioral Health Advisory Committee. As part of a statewide behavioral health team, you will educate judges, court staff, and program partners about best practices and ensure that they have the support they need to implement improvements. You will facilitate monthly meetings and peer support for Aid & Assist Coordinators, and you will troubleshoot communication and process issues between the courts and the Oregon State Hospital, Oregon Health Authority, and other system partners.
Part of your time will be spent planning and drafting quarterly editions of OJD's behavioral health newsletter, The Intersect, as well as developing and managing content on our internal SharePoint site and our external website.
Assigned tasks may be changed to accommodate workload and organizational needs.

Minimum Qualifications (These must be evident in your resume or work history.) The qualified candidate must possess a bachelor's degree in business, court administration, public administration, or a related field.
AND Have at least five (5) years of increasingly responsible, professional-level experience that supports the knowledge, skills, and abilities required for the position.
OR
Any combination of education and experience equivalent to nine (9) years that typically supports the level of knowledge, skills, and abilities for this position.
Note: Professional-level experience is defined as:
The ability to use independent judgment and discretion in performing work duties. A level of specialized knowledge in the field of work with some authority for independent decision-making. In-depth work requirements, such as data gathering, analysis and interpretation. Interaction with a broad range of individuals. Individual accountability for results. Special Qualifications (These must be verifiable.) None.
Requested Skills and Attributes (These must be addressed in your cover letter.) Experience working with diverse stakeholders to develop and implement program processes and materials. Experience communicating effectively, orally and in writing, to a variety of audiences. Experience creating and delivering training content to groups of various sizes. Experience using a computer to perform research, run database queries, enter and compile data, and process information. Experience reviewing proposed statutory changes during legislative sessions and working with staff to implement necessary changes. Extensive knowledge of, and experience with, business statistical and policy analysis methods and procedures. Experience working in a behavioral health, court services, or other legal environment. Proximity to or lived experience in the behavioral health system is preferred but not required. Current membership in good standing in the Oregon State Bar or possession of an MPA, MHA, MPP, JD, or PhD is preferred but not required. Experience with a behavioral health system, preferably in Oregon, is preferred but not required. Court management experience is preferred but not required. Working Conditions This is a full-time position, and the work schedule currently is 8:00 a.m. to 5:00 p.m. Monday through Friday. This position is FLSA-exempt and ineligible for overtime compensation for hours worked in excess of 40 per workweek. Occasional early-morning, evening, weekend, and holiday work may be required, especially during legislative sessions. Occasional in-state travel, including possible overnight stays, is required to attend meetings and visit courts. Hybrid work may be available for this position. All hybrid work assignments begin, end, or change only with administrative authority approval. Frequent phone and in-person contact with people from diverse backgrounds. Occasional contact with people who may be facing challenging life circumstances, highly stressful situations, or trauma. Long periods of sitting or standing at a computer. Regular use of the following equipment: telephone, OJD-assigned computer with multiple monitors and a variety of software, copy machine, fax machine, and scanner.
