JOB SUMMARY: Responsible for the preparation of grant applications, fiscal management of grant funds, monitoring performance and compliance of all grants, their goals and objectives, and enforcement of Title VI and other federal, state, and local regulations, policies, and rules.

ESSENTIAL JOB FUNCTIONS: Receives input from department director as to the need for grant programs. Researches available federal, state, and local grant opportunities aimed at enhancing the quality of life of Pulaski County citizens; make recommendations to the Director. Writes grant applications and ordinances for director's review and County Judge's approval for submission to the funding source. Prepares Excel spreadsheets for each grant, monitoring all grant receipts and authorizing expenditures. Prepares required financial status reports for local, state, and federal agencies. Identifies need for modifications in grant fund budget; prepares budget changes and ordinance amendments. Maintains grant files in preparation for the annual audit, which determines if recordkeeping is in compliance with auditing standards and relevant grant, state, and federal guidelines. Ensures enforcement of Title VI for all grants within Community Services. Ensures grant program requirements, responsibilities, and procedures are explained to staff, community organizations, and partners. Reviews grant application paperwork submitted by staff, including contract leases and other pertinent documents, to ensure regulations are met and appropriate documentation has been submitted; ensures applications are processed in a timely manner. Works with Program Administrator to write department policies and procedures for all grant programs, ensuring compliance with all applicable statutes, grantor regulations, and County policy; submits to Director for approval. Serves as primary Community Services liaison to citizens, community partners, and other organizations to maximize program efficiency.
SECONDARY DUTIES AND RESPONSIBILITIES: Appears before public hearings and relates information on grants such as purpose, status, availability, and requirements of grants. Conducts training sessions to instruct grant recipients as to grant objectives, requirements, performance regulations, and other grant-related information. Attends federal, state, and local grant training sessions to remain current on any regulation changes. Performs other related duties as required.

WORKING CONDITIONS: Work is performed in a smoking-restricted office environment. Attendance at various meetings including meetings outside office hours is required.

MINIMUM QUALIFICATIONS: REQUIRED SKILLS, KNOWLEDGE, AND ABILITIES: Considerable knowledge of available grant sources and funding trends and requirements. Considerable knowledge of accounting and budgetary processes and procedures. Considerable knowledge of the Single Audit Act of 1984 and amendments. Considerable knowledge of OMB Circular A-133. Ability to read and interpret grant specifications and determine compliance with such. Ability to establish and maintain a detailed recordkeeping system. Ability to prepare technical narrative and numerical reports and applications. Ability to instruct departmental officials and outside agencies. Skill in the operation of and data entry into a computer and use of Excel software. Skill in the use of a calculator.
PHYSICAL REQUIREMENTS: Ability to communicate effectively in person and in groups. Digital dexterity is necessary to operate a keyboard and calculator. Visual acuity is needed for use of the computer monitor.
EDUCATION AND EXPERIENCE: Completion of a bachelor's degree in Business, Public Administration, Accounting, or a related field; considerable work experience in Grants Administration, Fiscal Management, Program Development, or a related field; any equivalent combination of experience and training which provides the required skills, knowledge and abilities.
