Agency Marketing Statement The Illinois Department of Public Health (IDPH) is tasked with the oversight of communities within Illinois to achieve and maintain optimal health and safety. With an annual budget of over $2 billion in state and federal funds, 7 regional offices, 3 laboratories and over 1,200 employees, IDPH is equipped to fulfill its mission of protecting the health and wellness of the people of Illinois through the prevention, health promotion, regulation and control of disease and injury.
Position Overview The Office of Preparedness & Response (OPR) provides emergency response policy making, planning, training, exercise, and incident management and evaluation services for all IDPH programs. It coordinates the public health and medical technical services and resources that Illinois provides during a disaster through the State Incident Response Center (SIRC). Working with SIRC agencies, OPR can offer certain federal and State emergency medical countermeasures for the public and responders through local public health departments and hospitals. OPR also provides financial and technical resources to local health departments, hospitals, and emergency medical services, and regulates emergency medical services and specific hospital programs.
Job Responsibilities Serves as a resource to support state and local public health to identify the needs of individuals with disabilities and others with access and functional needs before, during and after disasters to integrate a whole community inclusion approach for overall emergency management. The primary focus of this position is to support Access and Functional Need (AFN) and At-Risk activities as they pertain to public health preparedness.
•Assists All Hazards Planning Section Chief in assuring Access and Functional Needs (AFN) populations and communities are properly addressed in all current OPR preparedness plans.
•Represents the Illinois Department of Public Health on the Illinois AFN committee.
•Apprises OPR of the latest AFN national planning standards.
Job Responsibilities (continued)
Documents policies and best practices for emergency planning and response.
•Develops, implements and evaluates policies and procedures.
•Ensures access for all levels of need prior to and during disaster to include identification of data sources that can be leveraged to inform disaster planning.
•To engage high-needs populations.
Provides AFN subject matter expertise in Office of Preparedness and Response (OPR) plan development, event planning, trainings, operations, and exercises.
•Develops and administers AFN and community preparedness trainings and resources within OPR.

Establishes and maintains partnerships with applicable community-based partners who serve persons with disabilities and AFN populations.
Serves as liaison to other agencies for emergency preparedness efforts, particularly those involving AFN populations.
•Regular communication with IL Emergency Management Agency on AFN aspects of the Illinois Emergency Operations Plan and supporting documents.
•Engage AFN community members, stakeholders, internal and external audiences in discussions that result in strategies and tactics that improve the overall preparedness activities and behaviors of the AFN community.
Travels to meetings, trainings, events, and exercises at federal, state, and local level to assure that AFN planning efforts are integrated into these operations.
Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with courses in public health. Requires prior experience equivalent to three years of progressively responsible administrative experience in public health. Preferred Qualifications Three years' experience working personally or professionally with a disability of either one's self or another person. Three years' experience in preparedness planning with a focus on Access and Functional Needs populations and community planning. Two years' experience with coordination of risk communications during state disaster operations. Two years' experience with people with Access and Functional Needs, including people with disabilities. Extensive knowledge of the roles and responsibilities of state agencies that provide disability services. Two years experience with community approaches to emergency management. Two years' experience presenting to large groups in person or virtually. Two years' experience in developing policies and procedures and training materials. Two years' experience working as a project manager. Extensive knowledge with the Incident Command System and the National Incident Management System. Conditions of Employment Requires the ability to travel. Requires a valid drivers license. Work Hours: Monday - Friday 8:30am - 5:00pm
