Posting Identification Number 36938 Position Overview The Division of Family & Community Services is seeking to hire a Fiscal Analyst for the Emergency Food Assistance Program administered by the Bureau of Basic Supports. In a collaborative environment, this position's primary responsibility is the fiscal management and tracking of grants including budget revisions, payments, reports, etc.; performs onsite budgetary audits and reviews of funded providers; and serves as liaison to the Department's fiscal services staff and Central Budget Office.
Job Responsibilities Serves as the Emergency Food Assistance Program (TEFAP) Fiscal Analyst. Performs professional financial and compliance reviews of TEFAP Funds administered by the Bureau of Adult Services and Basic Supports. Maintains fiscal record keeping systems for TEFAP and functions as primary liaison for Specialized Services for the Bureau of Adult Services and Basic Supports. Assists with the contracting process and financial database and spreadsheet entry. Provides payment processing assistance to provider agencies. Assists in the close-out activity for TEFAP. Reviews Department policy and procedures as established by both Federal and State statutes and regulations to determine violations, non-compliance and detects significant irregularities in contract and vouchering procedures. Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above. Minimum Qualifications Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with coursework in business or public administration. Requires one (1) year of responsible administrative experience in a public or business organization, or completion of an agency approved professional management training program. SPECIALIZED SKILLS: Of the one (1) year of professional experience, requires one year of experience working with federal and/or state grants, the utilization of budget appropriates by federal and/or state programs, drafting contract exhibits, and approving budgets.
Preferred Qualifications One (1) year of experience working with federal and/or state grants, the utilization of budget appropriates by federal and/or state programs, drafting contract exhibits, and approving budgets. One (1) year of professional experience working with the principles of government accounting systems, policies, and procedures relative to contract development while utilizing grant making systems, such as Community Service Agreement (CSA) Tracking System, and Systems Applications and Products (SAP). One (1) year of professional experience with budgetary responsibilities, such as, the development and review of budgets, review of payment documentation, and tracking expenditures at the grant award and grantee level while developing, installing, and evaluating new and revised methods, procedures, and performance standards for a public or private organization. One (1) year of professional experience meeting deadlines with strong attention to detail and the ability to utilize critical thinking skills while creating contracts, multi-tasking, prioritizing, tracking the process of numerous contracts simultaneously. One (1) year of professional experience working with fiscal record keeping systems and functions for a public or private organization. One (1) year of professional experience working directly with providers, providing processing assistance and support and communication on policies, procedures, and grant requirements.
