Fire Operations Research and Statistics Specialist Location Colorado Springs, CO : Description / Position Overview Fire Operations Research and Statistics Specialist As a Fire Operations Research and Statistics Specialist, you will formulate and apply data modeling techniques to develop, interpret, and monitor information to assist management with policy decisions and other managerial functions, including planning, forecasting, resource allocation, and performance measurement. The Fire Operations Research and Statistical Specialist will perform a variety of complex analytical duties and work closely with CSFD's senior leadership team to present data analysis in a useful and easy to understand format.

Essential Job Functions - the basic job duties an employee must be able to perform: Determine available data needed for reporting (both ad hoc reporting and routine reporting) and gain a working knowledge of CSFD's multiple operational data sets and systematic processes. Develop and/or specify computer databases and software applications to record required data for operational system modeling and monitoring. Provide statistical analyses of performance measures, resource utilization, response times, and other metrics to assess or monitor organizational performance as requested by management, elected officials, or the public. Provide periodic and ad hoc reports to staff, management, elected officials, and the public on performance measures, resource utilization, and response models. The development of an annual statistical abstract, support of an annual report, and development of key metrics tied to the Accreditation process for CSFD. Present reports and analytical results to department and City management, elected officials, and the public in a variety of formats, including dashboards, formal reports, informal written communications (email), oral presentations, and GIS (Geographic Information System) displays. Develop dashboards with drill down capabilities to provide timely and accurate information in a user- friendly format to key stakeholders. Critical data collection and analysis of metrics to aid in the decision-making process around CSFD's station growth and ideal placement, operational decision making around response models, and ad hoc requests for data analysis. Recommend changes to existing databases and/or data collection processes to improve the quality of data and analyses. Develop a project plan along with a well-defined requirements document to include estimates of the time, resources, and costs of conducting operations research studies. We are looking for candidates who demonstrate: Knowledge of: Working knowledge of PowerBI to include the use of DAX and M Principles of relational database systems and working with large volumes of disparate data tables and data sets as well working with Oracle and SQL databases Microsoft Office applications, with particular focus with Excel to include leveraging complex formulas and calculations, pivot tables, power pivots, and VBA Principles and practices of complex data analysis, including reporting methods, graphical representations, electronic displays, and well as written formats Presenting data in a useful and meaningful way to include executive summaries, backup for conclusions and observations, and details that are appropriate for the given audience Ability to: Work collaboratively with stakeholders to formulate project and/or reporting objectives that are practical while providing management with the information they need for effective decisions. Work independently on a variety of technical projects concurrently. Perform a broad range of complex analytical duties and independently prioritize requests and to offer insight/suggestions/interpretation of the data products produced. Work with multiple City Departments and CSFD Data Subject Matter Experts to obtain additional data or improve department information systems. Participate in software evaluation efforts to ensure requirements for reporting are reflected in CSFD's Request for Proposals as well as system enhancements. Professionally respond to requests and inquiries from operational and managerial personnel, elected officials, and the public. Communicate clearly and concisely, verbally and in writing. Establish and maintain positive, effective, and productive working relationships across a variety of stakeholders - senior leadership, individual SMEs, other data analysts, IT, etc Successful candidates will have Bachelor's degree from an accredited college or university with major coursework in operations research, mathematics, statistics, computer science, information systems, or a related field Five years of full-time responsible professional experience in operations research, mathematical modeling, or complex statistical and/or operational analysis One year of relevant work experience may be substituted for one year of required education (OR) one year of relevant academic coursework beyond the minimum requirement may be substituted for one year of required professional experience. Ideal candidates will also have Master's degree from an accredited college or university with major coursework in business administration, business operations, statistics, research methods, mathematics, operations research, public administration, or a related field Advanced experience developing and using Power BI or other advanced reporting tools Advanced working knowledge of Oracle and SQL databases or similar advanced experience creating logic-based code to relate, query, and analyze data Knowledge and use of computer mapping applications and GIS (Geographic Information System) Knowledge of Public Safety Dispatch systems and Police or Fire department response models Additional Information ADDITIONAL INFORMATION The City of Colorado Springs offers additional compensation depending on the position, area of assignment, and specific job assignments, including shift differential, pay differential, acting or lead, special assignment, hazard pay, longevity, cell phone allowance, uniform allowance, relocation, awards, standby, call out, compensatory time off, tuition, overtime, extra duty, incentive, holiday premium, proficiency, and vacation sell back.
