Idaho Commission for Libraries (ICfL)

Financial Specialist, Senior (flexible 32-40 hours/week- full benefits)

The mission of the ICfL is to assist libraries to build the capacity to best serve their communities. Located in the heart of downtown Boise, the ICfL embodies a people-focused agency with a supportive and friendly culture and flexible schedules.

Position Description:

Perform a full range of advanced professional financial duties that require application of accounting, auditing, and/or budget theory, principles, and practices. These activities include, but are not limited to, budgeting, payroll and benefits, accounts payable, accounts receivable, accounts reconciliation, travel, purchasing, and processing financial records and specialized documents.

Job Responsibilities:

Accounting functions and duties are delivered effectively and efficiently to key stakeholders. (50%)

Provide reports, statements, and projections with financial analysis to Management Team (MT), Financial Manager, and agency staff.
Review and approve payments to vendors and contractors according to sound accounting processes and procedures.
Initiate Comprehensive Annual Financial Report (CAFR) Closing Packages for Financial Manager review and approval.
Review expenditures, analyze variances, and initiate corrective actions.
Receive, deposit, and properly account for all funds received and disbursed by ICfL.
Ensure donations received are accurately coded and applied to specific programs.
Support adherence to ICfL Fiscal Policy and participate in periodic reviews of policy and practice to ensure alignment.
Maintain internal controls using a system of checks and balances for transactions, data entry, and filing for all receipts and expenditures.
Support the agency's transition to Luma which includes, but is not limited to, attending meetings, participating in training, and supporting peers through the transition to the new processes.

Provide budget support. (20%)

Assist with annual budget development during the appropriation process.
Development, monitoring, and interpreting budgets.

Professional customer service support is provided effectively, efficiently, and timely. (30%)

Prepare standardized, recurring reports utilizing the accounting system.
Support internal and external customers through budgeting, financial, and cost-benefit analysis of fiscal data.
Provide financial data and budget status to staff upon request.
Collaborate and provide technical assistance to staff.
Seek personal and professional growth opportunities to advance technical knowledge and skills through developing personal networks, attending State sponsored training opportunities, and professional/educational workshops.
Attend MT and other agency meetings, conferences, and related business meetings.
Provide accounting expertise in support of MT meetings.

Minimum Qualifications:

Good knowledge of:

Accounting principles and practices

Experience:

Developing and preparing financial documents
Using a personal computer to develop, analyze, and report on financial data
Analyzing financial activities and recommending management action
