Responsibilities
• Serve as the primary point of contact for day-to-day financial management of the SDF contract• Monitor funding pipelines and categorize by funding source and type• Develop and implement an invoice format aligned with USAID requirements• Ensure detailed information on individual staff costs in invoices• Prepare and submit monthly invoices and reconcile discrepancies• Prepare and analyze internal financial reports• Work closely with the Executive Director and Contracting Officer's Representative (COR) to submit required financial reports• Create and track an annual budget aligned with the Annual Implementation Plan• Notify the Executive Director and COR of financial challenges or concerns• Ensure timely payment of Fellows' salaries and benefits• Support the process for indirect rate approvals through Government agencies
Requirements
• Experience managing Cost-Plus contracts for federal programs• Deltek Costpoint experience• Experience with submitting incurred cost submissions to DCAA, DCMA, USAID, or CFA approved FPRA, FPRR, NICRA, and/or Provisional Billing Rates (PBR)• Knowledgeable in multi-source fund management• Ability to provide quality reports on short notice• Ability to obtain and maintain Facility Access Clearance• Ability to work in the US without sponsorship• Minimum of five years of experience managing Cost-Plus federal contracts, Deltek Costpoint, budget formulation, budget management, and forecasting• Bachelor's degree in business, accounting, finance, or a related field• Security Clearance: None
