Financial Manager (Federal Programs) Location Hybrid remote in Fairfax, VA : USmax Corporation is seeking a Financial Manager (Federal Programs) to support the USAID Science for Development Fellows (SDF) program. The SDF program provides USAID access to continuously advancing and diverse scientific and technical expertise in the form of Institutional Support Contractor staff. The Financial Manager will oversee the financial aspects of the Science for Development Fellows (SDF) contract and play a critical role in providing financial oversight, developing invoicing processes, and ensuring timely payments and reporting.
Duties and Responsibilities: Serve as the primary point of contact for day-to-day financial management of the SDF contract. Monitor funding pipelines for all contract elements, categorizing pipelines by funding source and type. Develop and implement an invoice format that aligns with USAID requirements. Ensure invoices provide detailed information on individual incurred/actual staff costs, aligned to actual hours worked. Prepare and submit monthly invoices and reconcile any corrections or discrepancies. Prepare and/or analyze internal financial reports, including revenue, cost, profit, labor utilization, indirect cost rates, and the variances to budget. Work closely with the Executive Director and the Contracting Officer's Representative (COR) to submit all required and ad-hoc financial reports. Create and track an annual budget that aligns with the Annual Implementation Plan. Notify the Executive Director and the COR of any financial challenges or concerns in a timely manner. Ensure appropriate systems and funds are in place for timely payment of all Fellows' salaries and benefits. Support the process for indirect rate approvals through Government agencies. Required Qualifications: Must have experience managing Cost-Plus contracts for federal programs. Must have Deltek Costpoint experience. Experience with submitting incurred cost submissions to DCAA, DCMA, USAID, or CFA approved FPRA, FPRR, NICRA, and/or Provisional Billing Rates (PBR). Knowledgeable in multi-source fund management. Demonstrated ability to provide quality reports on short notice.
