Job Description and Duties The Contractors State License Board is currently recruiting for a Special Investigator within the Enforcement Division/Investigative Center (South).
This position is located in Norwalk, California .
Under the general direction of the Supervising Special Investigator I (SSI I), the Special Investigator (SI) works at the entry/training, journey, and full journey level to investigate re-active consumer complaints including complex complaints based upon the rules and regulations of the Contractors State License Law.
The incumbent performs field investigations, which requires automobile travel by various methods of transportation to project sites. The position requires the incumbent to spend approximately 60% of the time per week in the field which includes frequently remaining in a stationary position, frequently moving about to and/or from worksites, frequently in a construction area over uneven ground, sometimes outdoors in inclement weather. Incumbent must occasionally position self to perform a variety of tasks, including retrieval of files and moving items weighing up to approximately 30 pounds.In an office setting, with artificial light and temperature control, the incumbent also uses a personal computer to prepare investigative reports and initiate or respond to work- related emails and uses both desk and mobile telephones. In this setting, the incumbent must be able to frequently remain in a stationary position at a workstation (40%), standing requirements are consistent with office work. The employee is required to work both indoors and outdoors, depending on the situation they are involved in, at any given time. While indoors, the temperature and humidity are reasonably controlled, but while outdoors, the employee is exposed to climatic conditions. The employee may be exposed to dust, fumes, and construction related materials. While outdoors, the employee must occasionally position self to perform a variety of tasks on uneven ground.

Special Requirements The position(s) require(s) Medical Clearance prior to being hired. The incumbent must possess a valid driver license, a good driving record, and is expected to drive vehicles safely. The incumbent shall participate in the Department of Motor Vehicles (DMV) Employer Pull Notice Program (EPN), which is a process for providing the Department with a report showing the driver's current public records as recorded by the DMV, and any subsequent convictions, failures to appear, accidents, driver's license suspensions, driver's license revocation, or any other actions taken against the driving privilege or license, added to the driver's DMV record.  Incumbent in this position will be required to submit fingerprints to the Department of Justice for criminal history background clearance and be cleared before hiring. The incumbent shall participate in the Department of Motor Vehicle (DMV) Employer Pull Notice Program (EPN), which is a process for providing the Department with a report showing the driver's current public record as recorded by the DMV, and any subsequent convictions, failures to appear, accidents, driver's license suspensions, driver's license revocations, or any other actions taken against the driving privilege or license, added to the driver's DMV record. This position is subject to Title 16, section 3830 of the California Code of Regulations, the Department of Consumer Affairs' Conflict of Interest Regulations. The incumbent is required to submit a Statement of Economic Interests (Form 700) within 30 days of assuming office, annually by April 1st, and within 30 days of leaving office. Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
Knowledge of: Investigation techniques and procedures; rules of evidence and court procedures; laws of arrest, search and seizure; legal rights of citizens; service of legal process;  and interviewing techniques; duties of Federal, State, and local law enforcement agencies; provisions of the laws, rules, or regulations enforced or administered; and principles and techniques of personnel management and supervision. Skill to: Perform investigatory work; and plan, organize, and direct investigations. Ability to: Interpret and apply laws and regulations to specific situations; gather and analyze facts and evidence; reason logically, draw valid conclusions, and make appropriate recommendations; communicate effectively; prepare written documents and accurate detailed investigation reports clearly and concisely; follow written and oral instructions; participate effectively in investigations and interviews; and establish and maintain cooperative working relationships with Federal, State, local law enforcement agencies, and others,  and analyze situations accurately, think and act quickly in emergencies, and take an immediate and effective course of action; develop, organize, prioritize, and manage multiple case investigations, work plans, and other assignments or tasks; review and evaluate the work of others; and provide guidance and constructive feedback.
