The Arizona Game and Fish Department manages fish and wildlife in Arizona and under the authority of the Arizona Game and Fish Commission, creates and implements scientific methods and regulations to effectively manage fish and wildlife habitat via conservation, enforcement, hunting, fishing, watercraft and off-highway vehicle recreation, and shooting sports. Job Summary:
This position supervises internal crews for all boating access and Navigational Aid related activities for Arizona Lake and Waterways. Schedule and respond to maintenance requests for boat docks and navigational buoys. Manages multiple budgets, orders and receives needed materials, maintaining proper inventory. The position will also oversee the daily operations and schedule for weekly work loads. Specifically, this position will facilitate all facets of the mobilization of the internal Field Crew, making sure that OSHA job site safety, project scope of work and logistics of an assigned project are completely understood and implemented. Responsibilities as an inspector for external contractors will be to ensure the project NEPA compliance is maintained, Department Wildlife Water Construction Standards and OSHA Construction Safety Standards are being met, and that the esthetic appearance of finished projects meets the expectations of the Department.
Job Duties:
Major duties include:



Supervise Habitat Crew Leaders: evaluating Crew Leader work goals and document activities; approves payroll, leave time and work schedule changes for Crew Leaders and concur on similar requests of the Technicians; monitor required training needs and coordinate completion Inspect external contractors hired to install Department habitat enhancement infrastructure; become familiar with and enforce Department Wildlife Water Construction Standards on those contractors; along with all NEPA and Department environmental compliance; camp in remote locations for extended periods of time. Maintain inventory list and load materials for upcoming projects based on materials list for delivery; prepare and administer Field Crew emergency Response Plans and Project Risk Assessment at safety briefings at the beginning of each Field Crew work period; maintain Op's yard and shop areas Acquire OSHA 30 Construction Standards Certification to maintain those standards on Department construction projects including but not limited to; Excavations, soil types, trenching, confined spaces, helicopter operations, equipment operation, hand and power tool operation, pneumatic tools operation, silica exposure, tripping/impalement and job site housekeeping Maintain relevant construction industry training and stay informed on topics related Department habitat enhancement Perform other duties as assigned Knowledge, Skills & Abilities (KSAs):
The candidate will have knowledge of/in: boating and water laws, including State and Department policies as well as U.S. Coast Guard regulations; various watercraft operating principles, load specifications, engine repair, maintenance, and troubleshooting, alongside proficiency in truck and trailer dynamics. Expertise in the construction of buoys, materials used, and installation techniques for different types of mooring tackle is essential. Familiarity with navigational aid lighted beacons, including operation, testing, repair, installation, and adherence to configuration standards, is crucial. Proficiency in reading and plotting locations on topographical and bathymetric maps and navigational charts is also required. Furthermore, expertise in the installation, operation, and maintenance of sonar graph recorders, depth finders, and Global Positioning Receivers is necessary. Knowledge of computer operating systems and software programs, State and Department procurement rules, and navigational systems across 17 waterways is vital. Understanding multiple agencies' roles in obtaining water level information and cooperation in regulating waterway schedules is essential. Additionally, familiarity with watercraft construction and repair techniques, first aid and CPR, FCC regulations, and radio communications rules is required for the role.


The candidate will have skill in: waterway management, excel in supervisory roles, adeptly guiding subordinate personnel. Evaluating hazardous conditions on waterways and devising effective marking strategies, while closely observing watercraft operators' reactions to these markers. Possess strong organizational skills, enabling me to efficiently schedule tasks, prioritize objectives, manage time effectively, and achieve set goals. Additionally, skilled in utilizing GPS, charts, depth finders, landmarks, and geomorphology to re-acquire hazard stations. Operating watercraft in diverse weather conditions, day or night, and navigating hazardous areas under varying load capacities are among competencies. Proficient in vehicle maintenance, including boats, motors, trailers, and power equipment, as well as in fiberglass hull reconstruction and metal frame repair. Abilities also encompass designing, fabricating, and deploying markers, lighted beacons, and specialized tools for waterway management. With strong interpersonal communication skills, promote water safety by explaining marking systems, laws, regulations, and safe operating principles to stakeholders. Adept at assessing emergency situations, administering first aid, and coordinating with relevant authorities as needed.


Pre-Employment Requirements:
This position requires driving or the use of a vehicle as an essential function of the job, then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver's license, complete all required training, and successfully pass all necessary driver's license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).


Position requires OSHA 30 Construction Standards Certification and Class 5 Forklift Certification (must be obtained within 1 year of appointment), CPR First Aid and AED.
