Job Summary This team is currently teleworking; however, this may change in the future with notice. Please note, occasional in-person meetings are required. Approximately, 10-20% travel. This position exists to execute the Commissioner of Human Services' responsibility for administration and oversight of licensing functions related to family child care which are delegated to county licensing agencies and for certifying county agencies to perform licensing functions. This is accomplished by providing oversight, direction, expert consultation, and training to county licensing agencies so that their licensing activities are conducted in compliance with Minnesota Statutes, Chapters 245A and 245C, and other applicable laws and rules so that the health, safety, and rights of vulnerable children served in these programs are protected.
Responsibilities include but are not limited to:
Provide technical assistance regarding family child care to county agency licensors toward improving the consistency of family child care licensing across the state. Partner with FCC unit training coordinator and FCC unit leadership to strategize, develop, and deliver training to a statewide audience of county licensors and supervisors. Certify and authorize county family child care licensing agencies through the Rule 13 review process by monitoring compliance with state and federal requirements. Receives, evaluates, makes determinations, and writes orders for licensing actions recommended by county licensing agencies. Performs other work and special assignments as directed by unit supervisor(s), section manager, or director. Qualifications Minimum Qualifications **To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held.** Three (3) years professional experience as a licensed provider, administrator, director, assistant director, lead teacher, or similar working in a Department of Human Services (DHS) licensed program.
Experience must demonstrate the following:
Knowledge of contemporary methods used in providing services to individuals in licensed programs. Oversight of or monitoring compliance with state and federal rules, regulations, and laws governing licensed child care programs. Training or curriculum development experience. Information analysis or decision making. Bachelor's Degree in Early Childhood, Human Services or in a related field may substitute for one (1) year of experience; OR Master's degree in Early Childhood, Human Services or in a related field may substitute for two (2) years of experience.
Preferred Qualifications Interpret and apply multiple statutory and rule requirements to various, and sometimes ambiguous, circumstances. Coherently and effectively communicate verbally (in-person, by telephone or other electronic video/audio mediums) and in writing sufficient to obtain and share necessary information. Ability to negotiate effectively with county and private agency personnel when recommendations are submitted to encourage consistency statewide. Cope effectively with the demands and interruptions of routine work as well as special assignments in order to complete work as assigned and on time. Adapt to continuous organizational and work priority changes sufficient to work constructively under pressure and cope with ambiguity and setbacks. Independently travel to and from county agencies and licensed program locations, and to conduct interviews of agency personnel and record inspections in both accessible and non-accessible facilities. Understand data practice requirements and handle data accordingly. Variety of experiences working effectively with others from different backgrounds and cultures.
