Position Title: Executive Director of Exceptional Student Services Department: Academic Services Supervisor: Chief Academic Support Officer Term of Employment: Annual (July 1 through June 30) Salary Classification: Executive Director Salary Schedule Job Summary: The primary function of the Executive Director of ESS is to support the accomplishment of the district mission by providing leadership for special populations. The Executive Director is responsible for helping with the development, implementation, administration, supervision, maintenance, monitoring and evaluation of programs for special populations of students. The Executive Director will ensure policies and procedures, set forth for the district to follow are in compliance with federal and state laws, rules and regulations. In addition, a key function is to work in concert with the administration and ensure to improved academic results for special populations of students. Essential Functions: Essential functions, as defined under the Americans with Disabilities Act, may include, but are not limited to, the following tasks, duties, knowledge, skills, and other characteristics. SUPERVISES: Director of Federal Programs, Director of Preschool, ESS office staff, SPED service providers and coordinators, and Instructional Coaches and coordinators supporting special populations programming ESSENTIAL DUTIES AND RESPONSIBILITIES generally include the following. Other duties may be assigned: Direct, interpret, coordinate, negotiate, and respond to legal questions, complaints, and situations. Develop, plan, monitor, and evaluate programs and curriculum to include special populations programs. Support building administrative staff assigned to supervise staff and programs at the building level. Recruit, hire, and evaluate designated personnel. Monitor and meet regularly with itinerant teams to ensure consistent and quality services across the district for all special populations programs. Coordinate district-wide trainings for special education classified and certified personnel throughout the school year as requested. Oversee completion of reports for ESS department, and state and federal reporting. Coordinate and serve as a liaison to the Special Education programs and for other governmental agencies. Act as a liaison to the District RTI/PBIS contact. Attend IEP meetings to mediate and facilitate decision -making for students with IEP's as requested. Participate as a member of committees as assigned. Participate in the budget needs for special populations programs within the district. Provide oversight to school and district improvement initiatives. Oversee services for suspensions/expulsions for students with disabilities. Develop and maintain positive parent and community relations. Other duties as assigned. KNOWLEDGE AND SKILLS: Knowledge of applicable Federal, state, county, and city statutes, rules, policies, and procedures. Knowledge of applicable Peoria Unified School District and departmental policies and procedures. Skill in organization and initiating school improvement initiatives. Skill in establishing and maintaining effective working relations with co-workers, vendors, students, parents, the general public and others having business with the school district. Skill in operating a personal computer utilizing a variety of software applications, including Learning Management Systems, data visualization tools, and assessment and data analysis systems. Knowledge of best practices in instructional practices and design relative to special populations programming Knowledge of Move on When Reading Knowledge of college readiness (i.e.: ACT expectations) MINIMUM QUALIFICATIONS: Master's Degree in Educational Administration and/or Special Education Arizona Department of Education Administrative Certification: Special Education Director endorsement. Successful work experience of at least 3 years as a classroom teacher with experience as a Special Education teacher, English language acquisition, and/or gifted services teacher preferred. Successful work experience in administration or special education administration of at least 3 years Effective communication and interpersonal skills. Knowledge of special education laws and best practices for special education students. Independent thinking, problem solving, interpretation, facilitation skills, and crisis management within District, federal, state policies, procedures, and laws. Judgment to meet varying conditions and to resolve situations where procedures, laws, or guidelines are not applicable. Knowledge and understanding of effective instructional practices. Public School Special Education experience in area of supervision. Knowledge of and experience with the State computerized IEP and Medicaid desirable. Advanced Mediation Skills. OTHER REQUIREMENTS: Must be able to pass a fingerprint and background clearance check. Must be able to obtain and maintain an Arizona driver's license. May be required to lift and carry heavy, bulky supplies and materials weighing up to 20 pounds. May be required to work outside normal working hours. May be required to travel to perform work functions. Arizona Administrator Certificate preferred.
